Recently, the State New Office held a press conference on speeding up the construction of a strong transportation country and improving the modern comprehensive transportation system. The responsible person of the Ministry of Transport said that during the "15th Five-Year Plan" period, we will focus on promoting the construction of cross-regional and cross-basin corridors, promoting the completion rate of the main framework of the national comprehensive three-dimensional transportation network to 95%, and continuously improving the infrastructure network of railways, highways, waterways and civil aviation.
This "15th Five-Year Plan" blueprint for transportation infrastructure is a solid demand for the cement industry. Transportation infrastructure has always been the biggest engine of cement consumption, and this plan has made full efforts in the four major sectors of highway, railway, water transport and cross-sea passage, outlining a clear and heavy demand growth curve for the industry. On the

highway side, the G219 and G331 land strategic backbone corridors along the border and the G228 backbone corridor along the coast are fully connected. The three corridors span thousands of kilometers of border lines and coastlines, and the volume of bridge and tunnel subgrade projects along the line is huge; A
new round of rural highway upgrading action has rebuilt 500000 kilometers of rural highway, covering the widest area and the most realistic amount of work. According to the calculation of 220-260 tons of cement consumption per kilometer of rural highway, 500000 kilometers will directly stimulate the demand for 110 million to 130 million tons of cement. The construction period lasts for many years, which provides continuous and stable demand support for the industry.
The renewal and reconstruction of busy sections of expressways, the "micro-transformation" of easily congested sections, the digital and intelligent upgrading of ring roads in metropolitan areas, and the construction of 30,000 kilometers of zero-carbon highway transport corridors in key sections of "5 shooting, 4 vertical and 5 horizontal" correspond to considerable cement consumption. On

the railway side, the total investment of the high-speed railway along the Yangtze River is over 530 billion yuan, which will directly stimulate the demand for about 30 million tons of cement according to the industry benchmark; The bridge and tunnel ratio of the Ya'an-Nyingchi section of the Sichuan-Xizang Railway is as high as 80%. According to the cement demand coefficient of 25,000 tons/km, the total length of 1,008 km will consume about 25 million tons of cement ; The project of the east-west section of the Xinjiang-Xizang Railway will be launched simultaneously, the development of multimodal transport will be strengthened, and the special railway line will enter the factory area of the port area, which will continue to release stable demand. In terms of

water transport, major projects such as the Three Gorges New Water Transport Channel, the Pinglu Canal and the Western New Land-Sea Channel also need a lot of cement support for the construction of ship locks, waterways and wharf revetments.
The most noteworthy is the cross-river, cross-sea and cross-bay channel, Shanghai-Ningbo cross-sea channel, Shiziyang channel and a number of other major projects, with complex structure and high durability requirements, and the consumption of single cement is millions of tons, which is the "king of increment" with the strongest demand for cement in the next few years.
More importantly, these projects have a long cycle and steady rhythm, and will form a continuous demand release period during the "15th Five-Year Plan". From the target of raising the completion rate of the national main framework to 95%, the intensity and certainty of infrastructure investment are guaranteed. It is estimated that the total cement demand for rural roads, high-speed rail along the Yangtze River and Sichuan-Xizang Railway
alone will exceed 160 million tons, and the cumulative cement demand during the 15th Five-Year Plan period will reach hundreds of millions of tons by superimposing water transport, cross-sea channels and other road network projects. For the cement industry, highways, railways, waterways and cross-sea corridors go hand in hand, which not only keeps the traditional demand base, but also opens up new growth space, which is undoubtedly a heavy demand advantage and injects a strong heart into the development of the industry in the next five years.
