Recently, the Chongqing Economic and Information Commission publicly solicited opinions on "Several Policies for Promoting the Optimization and Promotion of Advanced Material Industrial Structure in Chongqing (2026-2030) (Draft for Opinions)".
The Draft for Soliciting Opinions points out that in order to thoroughly implement the Outline of the Fifteenth Five-Year Plan for National Economic and Social Development of Chongqing and other relevant arrangements, and to promote the structural optimization and upgrading of the advanced material industry, this policy and measures are specially formulated.
The Draft for Soliciting Opinions proposes to support the development of key industries through compliance capacity replacement or integration and upgrading. For the completed projects of integrated cement clinker capacity replacement, the energy efficiency has reached the benchmark level, the environmental performance has reached the A-level, and the emission has reached the ultra-low emission standard. A one-time reward of 5 yuan/ (ton/year) production capacity shall be given, with a maximum of 5 million yuan.
The draft also proposes to promote the withdrawal and renovation of old and inefficient production facilities. From 2026 to 2028, a subsidy of 3 million yuan per set will be granted for the withdrawal of converters under 100 tons and electric arc furnaces under 100 tons (50 tons of alloy steel), a subsidy of 2 million yuan per set for the withdrawal of old and inefficient coal-fired units, and a subsidy of 2 million yuan for the withdrawal of independent aluminium carbon projects under 150000 tons per year. A subsidy of 500000 yuan will be granted for the withdrawal of cement grinding stations under 600000 tons per year.
At the same time, enterprises outside the chemical industry park are encouraged to relocate into the compliant chemical industry park, and chemical enterprises along the river are encouraged to withdraw from the area of one kilometer along the river. Enterprises that have completed the overall relocation (or withdrawal) will be rewarded according to 30% of the funds required for the relocation project, with a maximum of 10 million yuan; A one-time reward of 2 million yuan will be given to enterprises that dismantle all chemical production facilities, public auxiliary facilities and other facilities within one kilometer along the Yangtze River.

To thoroughly implement the Outline of the 15th Five-Year Plan for the National Economic and Social Development of Chongqing In order to promote the structural optimization, upgrading and development of the advanced materials industry, these policies and measures are specially formulated.
1. Supporting the development
of key industries through compliance capacity replacement or integration and upgrading 1. For the capacity replacement projects of converting long process to short process steelmaking, integrating or purchasing new capacity to build short process steelmaking, the energy efficiency has reached the benchmark level, the environmental performance has reached A-level, and the emission has reached the ultra-low emission standard. A one-time reward of 10 yuan/ (ton/year) production capacity shall be given, with a maximum of 10 million yuan.
2. For the electrolytic aluminium replacement project built by integrating or purchasing new production capacity, and the energy efficiency reaches the benchmark level and the environmental protection performance reaches A-level, a one-time reward of 30 yuan/ (ton/year) production capacity will be given, with the maximum not exceeding 10 million yuan.
3. For the completed project of integrated cement clinker production capacity replacement, if the energy efficiency reaches the benchmark level, the environmental performance reaches a level, and the emission reaches the ultra-low emission standard, a one-time reward of 5 yuan/ (ton/year) production capacity will be given, with a maximum of 5 million yuan.
4. For the completed projects (including replacement projects) of semiconductor display substrate/carrier glass sheet, advanced packaging substrate glass sheet and aerospace glass sheet, a one-time reward of 100000 yuan/ (ton/day) will be given, with a maximum of 10 million yuan.
5. For the completed relocation projects of calcium carbide, soda ash, caustic soda, yellow phosphorus and other non-new production capacity which are replaced by large-scale advanced process equipment in petrochemical industry in accordance with the provisions of the Catalogue of Guidance for Industrial Structure Adjustment, a one-time reward of 10 yuan/ton design capacity shall be given, with a maximum of 5 million yuan.
6. For barium and strontium new material completion projects in line with the national industrial policy, a one-time reward will be given according to the production capacity of 500 yuan/ton, with a maximum of 10 million yuan.
2. Withdrawal and renovation
of old and low-efficiency production facilities 7. Between 2026 and 2028, the withdrawal of converters under 100 tons and electric arc furnaces under 100 tons (50 tons of alloy steel) will be subsidized by 3 million yuan per set. 8. Enterprises that meet the renewal scope of old chemical plants in the country shall be given a subsidy of 1 million yuan per set for completing the corresponding renewal and transformation, with a maximum of 5 million yuan per year for the same enterprise.
3. Supporting the relocation of chemical enterprises into the park

Encouraging enterprises outside the chemical industry park to relocate into the chemical industry park in compliance with the regulations, encouraging chemical enterprises along the river to withdraw from the range of one kilometer along the river, and rewarding enterprises that have completed the overall relocation (or withdrawal) according to 30% of the funds required for the relocation of enterprises. The maximum is not more than 10 million yuan; a one-time reward of 2 million yuan will be given to enterprises that dismantle all chemical production facilities, public auxiliary facilities and other facilities and equipment within one kilometer along the river. The incentive standards listed in
these policies and measures are the highest standards. Except for the special provisions mentioned above, the policies and measures are calculated from January 1, 2026, and the budget management and total amount control are implemented according to the actual needs of the year. The subject of stock declaration and the subject of incremental declaration enjoy the same incentive qualification. The same subject of declaration supports two directions at most every year within the validity period of this policy measure. If the same content of the same subject of declaration overlaps with other similar policies at the municipal level, it shall be supported in accordance with the principle of "high, no duplication".
This document shall come into force on the date of promulgation and shall be valid until December 31, 2030.
