Recently, 12 departments in Shandong Province jointly issued the Notice on Accelerating the Normalized Operation of Remote Bid Evaluation, clarifying the compulsory scope and time nodes, and enforcing them throughout the province.

First, which projects must be evaluated across provinces? In principle, remote bid evaluation should be carried out for construction projects that must be tendered

according to law. If only the following scale standards are met, they must be trans-provincial:

engineering construction (general construction contracting), goods procurement (equipment, materials, etc.) with an estimated price of 80 million yuan or more

for a single contract. The estimated price of a single contract is 16 million yuan or more

for services (survey, design, supervision, etc.), the estimated price of a single contract is 8 million yuan or more

for EPC, and any part of construction, goods and services meets the standards. The whole general contracting project shall be evaluated and marked

across provinces: if the special circumstances such as complex technology and involving state secrets are not suitable for implementation, the tenderee shall make a written explanation and put it on record.
