On May 11, the Liaoning Provincial Office of Industry and Information Technology issued the Notice on the Demolition of the 4000 Tons Per Day Cement Clinker Production Line of Chaoyang Shanshui Dongxin Cement Co., Ltd.

In accordance with the requirements of the Ministry of Industry and Information Technology's Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (Ministry of Industry and Information Technology's original [2024] 206), in November 2025. Our office announced the replacement plan for the production line project with a daily output of 4667 tons of clinker of Bohai Cement (Huludao) Co., Ltd. and the production line project with a daily output of 6000 tons of clinker of Kazuo Congyuan Cement Co., Ltd. Experts organized by the Municipal Bureau of Industry and Information Technology conducted on-site verification and acceptance of the demolition of the production line with a daily output of 4000 tons of Chaoyang Shanshui Dongxin Cement Co., Ltd. and confirmed that the production line had been demolished and did not have the conditions to resume production.

On October 13, the Office of Industry and Information Technology of Jiangxi Province announced that due to the revision of the policy of capacity replacement in the cement and glass industry by the Ministry of Industry and Information Technology, the Office of Industry and Information Technology of Jiangxi Province decided to abolish the Rules for the Implementation of Capacity Replacement in the Cement and Glass Industry of Jiangxi Province (Gongxin Regulation No.2024) from the date of issuance of the notice, and to abolish the "Rules for the Implementation of Capacity Replacement in the Cement and Glass Industry of Jiangxi Province". The capacity replacement of cement and glass industry in the whole province will be handled in accordance with the relevant policies of the Ministry of Industry and Information Technology in the future.
