Recently, an administrative penalty decision of the Market Supervision and Administration Bureau of Jiayuguan City, Gansu Province, has aroused widespread concern in the building materials industry. Jiayuguan Hongyun Cement Co., Ltd. was confiscated 60 tons of unqualified cement illegally produced and fined 10000 yuan for producing two batches of unqualified cement products in half a year. After being fined for excessive air pollution in 2021, the company once again fell into a credibility crisis due to illegal operations.
After verification, Jiayuguan Hongyun Cement Co., Ltd. produced two batches of slag Portland cement with specifications and models of P. S. A42.5 from August to October 2025. After inspection by professional institutions, the two batches of products were judged to be unqualified due to excessive chloride ion content.
Among them, 400 tons of products with the batch number of 5A037 produced on August 2, 2025 were directly used by the company and its affiliated enterprises without external sales; 60 tons of products with the batch number of 5A048 produced on October 30 were detained by the market supervision department before entering the market. The total value of the two batches of problematic cement is 110400 yuan, and the enterprise has no illegal income. Chloride ions in
cement will destroy the passive film on the surface of steel bars and cause electrochemical corrosion. The volume expansion of rust will lead to cracking and peeling of the concrete cover, which will directly reduce the bearing capacity of the building structure and may cause the risk of building collapse in serious cases. In addition, excessive chloride ions will prolong the setting time of concrete, reduce the impermeability and frost resistance, shorten the service life of buildings, and may even endanger human health and ecological environment through air and soil infiltration.
Industry and commerce information shows that Jiayuguan Hongyun Cement Co., Ltd. was established on June 9, 2013. Its legal representative is Liang Yun. Its main business covers cement production and sales. It has a cement grinding production line with an annual output of 800000 tons, supporting complete facilities such as raw material storage, grinding, packaging and finished product warehouse. However, this enterprise with large-scale production capacity has repeatedly touched the red line of compliance management. According to
public records, the company was fined 128000 yuan by Jiayuguan Ecological Environment Bureau in August 2021 for violating the management system of air pollution prevention and control, with the concentration of particulate matter at the discharge outlet of the feeding room exceeding the standard by 0.255 times and the maximum value of unorganized particulate matter at the factory boundary exceeding the standard by 0.316 times. In addition, there are many judicial disputes in enterprises, including sales contract disputes, contract disputes and other filing information and court announcements, and the record of compliance management is worrying. According to Article 49 of the Product Quality Law of the People's Republic of China, the Market Supervision and Administration Bureau
of Jiayuguan City imposed administrative penalties on Hongyun Cement: ordered to immediately stop the production and sale of substandard cement products; confiscated 60 tons of substandard cement illegally produced; and fined RMB 10000.
