Gansu Cement Industry Working Conference was held in Zhangye City on September 3. At the conference, Gansu Building Materials Industry Association cooperated with the cement enterprises of the whole province to issue a proposal for Gansu Cement Industry to resist the vicious competition of "involution".
At present, under the influence of macro-environment, the cement industry in our province is facing the realistic pressure of shrinking market demand, structural overcapacity and rising cost of raw materials and fuels, and the involution competition in some regional markets is highlighted. A small number of enterprises are suspected of selling products at a price lower than their own cost and bidding at a low price for the purpose of squeezing out competitors, which not only seriously squeezes the reasonable profit space of enterprises, weakens the investment ability of enterprises in safety production, environmental protection technology transformation, quality control and green low-carbon, but also easily induces lax product quality control and buries hidden dangers to the quality of engineering construction; At the same time, it destroys the overall management ecology of the cement industry in the whole province, frustrates the confidence of the development of the industry, and is not conducive to the high-quality development of the cement industry. In order to thoroughly implement the spirit of the Central Committee on preventing "involution" vicious competition, strictly abide by laws and regulations such as the Price Law of the People's Republic of China, the Anti-Unfair Competition Law of the People's Republic of China and the Anti-Monopoly Law of the People's Republic of China, and implement the work requirements of "anti-involution and stable benefits" of the China Cement Association. Gansu Building Materials Industry Association issued the following proposals to the cement enterprises of the whole province:
I. Exercise the right of independent pricing according to law and resist illegal low-price competition
. All member enterprises strictly abide by laws and regulations, and independently exercise the right of independent pricing according to law on the basis of production and operation costs and market demand. Firmly oppose the dumping behavior aiming at squeezing out competitors and lower than its own cost; advocate high quality and good price, and win the market with quality and service. Enterprises are encouraged to report to the market supervision department in accordance with the law on suspected illegal dumping at low prices in the market.
2. Establish the concept of long-term development and promote the upgrading
of competition dimension. The sustainable interests of the industry come from the healthy and sustainable development of each enterprise. We should guide the industry to transform from low price to quality, technology, service and green, and achieve high-quality development through differentiated competition.
3. Strengthen supply control, optimize the layout
of production capacity in accordance with the law and regulations, resolutely implement the national cement production capacity management, capacity replacement and energy consumption control policies, strictly organize production according to the registered production capacity, and resolutely put an end to illegal overproduction. Fully implement the policy requirements of normalized peak staggering production in the whole province, make independent decisions and consciously implement them, stop as much as possible, effectively reduce ineffective supply, alleviate the contradiction of regional overcapacity, and promote the dynamic balance of market supply and demand.
We should adhere to the business strategy of "production based on sales and efficiency", scientifically regulate the output rhythm of clinker and cement, and not blindly release surplus production capacity to impact the local and surrounding markets. By jointly maintaining the rational order of the supply side, the whole industry can make room for technological innovation, green transformation and high-quality development of the industry, and effectively improve the overall profit environment of the industry.
4. Stick to the red line of quality and abide by the social responsibility
of project safety. Cement is the key basic raw material for infrastructure projects, and its quality is directly related to construction safety. We will resolutely put an end to lowering product standards, jerry-building and lowering production standards in order to cater to low prices; Strictly implement the national product quality standards, improve the quality inspection and testing system, ensure that all ex-factory cement meets the standards, strengthen the transformation of green low-carbon technology, optimize the product structure, vigorously develop special cement and high-performance cement, and rely on product upgrading to enhance market competitiveness.
5. Insist on innovation-driven, promote green and high-quality development
of the industry, shift the focus of competition from price game to technological innovation, green transformation, quality improvement and service value-added, and increase investment in energy saving and carbon reduction, comprehensive utilization of solid waste and intelligent transformation; Optimize the pre-sale, in-sale and after-sale supply chain services, improve the level of logistics supply guarantee services, win the market by relying on quality and service, practice the business philosophy of "cost and profit", and realize the sustainable operation of enterprises. There is no winner in
the "involution" low-price competition, and the low-price fight ultimately harms the enterprise itself and the industry ecology, and also endangers the quality and safety of the project. In the face of the pain of industry transformation, only self-discipline, self-improvement, coordination and co-governance can be stable and far-reaching. It is hoped that the cement enterprises in the province will take active action to strictly abide by the double bottom line of law and quality. Firmly oppose dumping below cost for the purpose of excluding competitors, put an end to jerry-building, quality reduction and price reduction, and provide a solid guarantee for the quality and safety of the project. The whole industry should work together to strengthen innovation drive, optimize service supply, win the market by relying on technology, brand, quality and service, and jointly create a fair, orderly and healthy cement market environment in Gansu Province, so as to contribute building materials to infrastructure construction and high-quality economic and social development in the province.
