On January 27, the US Ministry of Commerce International Trade Administration issued a final ruling announcement, claiming that some Chinese crystalline silicon photovoltaic cell companies received so-called "subsidies" in 2022, and decided to continue imposing countervailing duties accordingly. The highest tax rate is 117.41% .
According to the above announcement, three Chinese enterprises were levied a high tariff of 117.41%, involving battery manufacturers, traders and so on. Specifically, Yingli Energy, Jiangsu Soho Huihong Group Co., Ltd. (securities abbreviation: Soho Huihong) and Yangzhou Jinghua New Energy Technology Co., Ltd .
The remaining six non-selected enterprises under review imposed a tariff of 9.07%. The six companies are Anji Dacheng Solar Energy Technology Co., Ltd., BYD , Trina Solar Changzhou Company and Thailand Company, Shenzhen Shanggu Optoelectronics Co., Ltd., Hangzhou Tangneng Energy Technology Co., Ltd .
The U.S. Ministry of Commerce will issue a directive to the U.S. Customs and Border Protection Bureau to impose countervailing duties on products containing photovoltaic cells of the enterprises involved, which will be subsequently levied by the U.S. Customs and Border Protection Bureau.
It is reported that the final ruling was originally planned to be announced no later than October 20, 2025, but was postponed due to the shutdown of the U.S. federal government, and was finally completed and signed by the Ministry of Commerce on December 29, 2025.
