is to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, comprehensively implement the spirit of the 20th and 20th Plenary sessions of the CPC, thoroughly implement the new energy security strategy of "four revolutions and one cooperation", adhere to the principles of innovation-led, scenario-driven, pilot-first and steadily advancing, and take multi-scenario verification as a path. 2. Key application scenarios
(1) Perovskite photovoltaic + transportation facilities
encourage the exploration of perovskite photovoltaic cell application scenarios in the process of clean energy development and utilization of railways, highways, ports and waterways, and inter-city rail transit hubs. We will support the photovoltaic retrofitting of existing transport facilities that meet the requirements, and support the planning and construction of roads (2) Perovskite photovoltaic + building supports the construction of building integrated photovoltaic (BIPV), encourages the exploration and application of new products such as perovskite photovoltaic tiles, photovoltaic curtain walls, photovoltaic fences and photovoltaic lighting in combination with urban renewal and renovation of existing buildings, and actively promotes them after forming experience and results. Supporting policy initiatives (1) Organizing pilot projects of application projects, the Provincial Development and Reform Commission took the lead in organizing pilot projects of perovskite photovoltaic projects, and establishing provincial reserves of perovskite photovoltaic pilot projects. Districts, cities, and relevant departments shall do a good job in ensuring the key elements of pilot projects, strengthen the guarantee of key elements such as land use, energy use, sea use, and finance, build a normalized government-enterprise docking and cooperation platform, and strengthen the overall coordination of pilot projects. Focusing on tackling key core technologies, we will organize and implement provincial science and technology projects, encourage production enterprises and application enterprises of the pilot project of "perovskite photovoltaic plus" scenario to form innovative consortia with relevant research inst itutions and testing institutions, carry out collaborative tackling of key common technologies, and promote all kinds of innovators to open to perovskite production enterprises. The technology of perovskite photovoltaic cells is upgraded iteratively with the demand of scenario application. (2) Strengthen various policy incentives , rely on the provincial strategic emerging industry parent fund, set up a special sub-fund for the industry with investment direction including perovskite photovoltaic cells, guide social capital to increase investment, and focus on supporting mass production expansion, pilot project construction, cultivation of start-up R & D enterprises and coordinated development of upstream and downstream industrial chains. Supporting eligible projects to declare special funds such as ultra-long-term special treasury bonds and investment in the central budget, and pilot projects with outstanding results and leading technical indicators in the industry, including the first set of major technical equipment, the first batch of new materials, the establishment of major scientific and technological projects, the recommendation of major scientific and technological achievements, new technologies and new products, and pilot projects. Promote the popularization and application of the first set of major technical equipment and the first batch of new materials for perovskite photovoltaic. State-owned enterprises are encouraged to take the lead in applying perovskite photovoltaic technology and products in relevant fields. (III) To improve the market consumption, the supporting grid enterprises should take the initiative to do a good job in the grid-connected service of perovskite photovoltaic pilot projects to ensure that qualified projects "should be combined"; on the premise of ensuring the safe operation of the power grid, priority should be given to ensuring the power consumption of 10 MW and below pilot projects. Pilot projects are encouraged to participate in green electricity trading, green certificate trading and carbon emission trading in the form of independent subjects or aggregation, so as to fully release the green environmental value of perovskite products. Supporting pilot projects to adopt new operation modes such as integration of source, network, load and storage, smart micro-grid and direct connection of green power, so as to effectively enhance local absorptive capacity. Centralized photovoltaic projects are encouraged to support the construction of perovskite pilot projects, and support is provided in energy storage allocation and absorption guarantee mechanism. (4) Improve the standard certification system to prepare for the establishment of the Provincial Solar Photovoltaic Standardization Technical Committee, absorb upstream and downstream enterprises in the industrial chain, coordinate the research on perovskite photovoltaic standardization, and support perovskite photovoltaic enterprises to actively develop relevant standards.To guide the provincial superior inspection and testing institutions to carry out research on inspection and testing methods in the field of perovskite photovoltaic cell industry, and to improve the level of inspection and testing capabilities in this field. Certification agencies are encouraged to actively carry out quality certification of perovskite photovoltaic products based on IEC 61215, IEC 61730 and other standards to help enterprises develop international markets. Enterprises are encouraged to carry out carbon footprint accounting and carbon label certification of perovskite photovoltaic module products to help enterprises save energy, reduce carbon and go to sea green. 4. Safeguard measures should strengthen coordination and cooperation among the development and reform commissions, science and technology bureaus, industry and information bureaus, housing and construction bureaus, transportation bureaus and market supervision bureaus of the districts and municipalities, actively promote the pilot work, timely sort out and summarize mature and feasible application scenarios and technical routes, and form replicable and popularizable experiences and practices. Publish excellent application cases in time. Strengthen the publicity and promotion of the successful experience of leading enterprises and key projects in the industrial chain, standardize the market competition order of the industry, strengthen the protection of the whole chain of intellectual property rights, guide industry self-discipline, and promote the formation of market orientation of high quality and high price.
