Coverage: petroleum, coal and other fuel processing industry, chemical raw materials and chemical products manufacturing industry, non-metallic mineral products industry, ferrous metal smelting and calendering industry, non-ferrous metal smelting and calendering industry in line with the national industrial policy within the autonomous region. New construction and expansion projects in the power and thermal production and supply industry (except for heating and cogeneration projects), except for major projects approved by the state during the 13th Five-Year Plan and the 14th Five-Year Plan or during the 13th Five-Year Plan and the 14th Five-Year Plan. The scope of application shall be dynamically adjusted according to the needs of the work. The term "energy saving" as mentioned in

these Measures refers to the amount of energy saving and energy consumption reduction generated by energy-using units through the implementation of energy-saving transformation and elimination of production facilities (excluding projects that are not eliminated on time in accordance with the provisions of the national industrial policy and relocation, transformation and elimination projects that have received state financial subsidies).
    In the identification and transaction of energy saving, it is pointed out that the energy saving after publicity can be used for the replacement of energy consumption of new and expanded high-energy-consuming projects within the two-year validity period, or traded to other energy-consuming units in the autonomous region for new and expanded high-energy-consuming projects. The amount of energy saving that has not been publicized shall not be used for the replacement of energy consumption in new construction and expansion of high energy-consuming projects. The amount of energy savings generated by a project is only allowed to be used or traded once.

In order to control the excessive growth of energy consumption in the whole region and improve the efficiency of energy utilization, These Measures are formulated in accordance with the Energy Conservation Law of the People's Republic of China, the Measures for Energy Conservation Review of Fixed Assets Investment Projects, the Measures for Energy Conservation Management of Key Energy-using Units, the Measures of Inner Mongolia Autonomous Region for the Implementation of the Energy Conservation Law of the People's Republic of China, and the Implementation Measures of Energy Conservation Review of Fixed Assets Investment Projects in Inner Mongolia Autonomous Region (Interim). 2 The autonomous region shall implement the management of energy consumption indicators for new construction and expansion projects with annual comprehensive energy consumption of 10000 tons or more of standard coal in high energy-consuming industries. When the projects are examined for energy conservation, the energy consumption indicators of the projects shall be obtained through equivalent or reduced replacement of energy consumption. Article

4 The term "equivalent or reduced replacement of energy consumption" as mentioned in these Measures means that new and expanded high-energy-consuming projects must obtain energy consumption indicators equal to or greater than the design energy consumption of the project through internal or external energy saving trading. Article

5 The term "energy saving amount" as mentioned in these Measures refers to the energy saving amount and energy consumption reduction amount generated by energy-using units through the implementation of projects such as energy-saving transformation and elimination of production facilities (excluding projects that have not been eliminated on schedule in accordance with the provisions of the state industrial policy and projects that have been relocated, transformed and eliminated with state financial subsidies). II Identification and Trading

of Energy Saving Article 6 Energy-using units shall employ third-party organizations with relevant professional competence to conduct on-site audits of energy saving for projects of energy-saving transformation and elimination of production facilities with energy saving of more than 1000 tons of standard coal, which will be completed and operated steadily in 2016 and thereafter. It is encouraged to give priority to the third-party auditing agencies in the catalogue recommended by the competent energy conservation authorities of the autonomous region. After the energy saving amount of the project is confirmed by the competent energy saving department of the autonomous region, it will be publicized on the energy saving trading information platform of the autonomous region. 7 The amount of energy saved after publicity can be used for the replacement of equal or reduced energy consumption of new and expanded high-energy-consuming projects in the unit within the two-year validity period, or traded to other energy-consuming units in the autonomous region for new and expanded high-energy-consuming projects. The amount of energy saving that has not been publicized shall not be used for the replacement of energy consumption in new construction and expansion of high energy-consuming projects. The amount of energy savings generated by a project is only allowed to be used or traded once. The

eighth energy saving transactions are divided into paid transactions and gratuitous transfers. The energy saving supply and demand parties shall find the trading object on the autonomous region energy saving trading information platform, independently negotiate to reach the trading intention, sign the trading contract or transfer agreement, and make an announcement on the autonomous region energy saving trading information platform. III Supervision and Implementation

Article 9 The Development and Reform Commission of the Autonomous Region shall be responsible for building an information platform for energy saving trading in the whole region to provide information services for energy saving trading. 10 The Development and Reform Commission of the Autonomous Region shall, in conjunction with relevant departments, organize the selection of third-party auditing institutions for energy conservation in the Autonomous Region, formulate recommended catalogues for third-party auditing institutions, and dynamically adjust the catalogues. 11 The energy-saving supervision departments at all levels in the autonomous region shall incorporate the implementation of energy-saving trading into the annual energy-saving supervision plan, and strengthen the supervision and inspection of the energy-saving effectiveness of energy-saving projects. Article

12 The competent energy conservation department of the autonomous region shall, in conjunction with the relevant departments, strengthen the audit and management of energy saving projects, regularly select a certain proportion of energy saving projects in accordance with the principle of "double random and one open", and organize experts or entrust third-party organizations to conduct on-site reviews to ensure the authenticity and accuracy of energy saving. Article

13 The dishonesty of newly-built high-energy-consuming project units, energy-saving project units and third-party auditing agencies in the process of energy-saving transactions shall be included in the scope of credit evaluation and made public to the public through the "Credit Inner Mongolia" website. IV Supplementary Provisions

Article 14 The Development and Reform Commission of Inner Mongolia Autonomous Region shall be responsible for the interpretation of these Measures. Article

15 Matters not covered in these Measures shall be separately formulated by the Development and Reform Commission of Inner Mongolia Autonomous Region in conjunction with relevant departments. Article

16 These Measures shall come into force on January, 2020.
