Environmental quality is the theme of environmental protection and the fundamental requirement of ensuring people's livelihood. The reporter learned from the Environmental Protection Department of Inner Mongolia Autonomous Region that this year, the autonomous region resolutely launched three major campaigns to prevent and control air, water and soil pollution, aiming at continuously improving the quality of the ecological environment and resolutely declaring war on pollution.
In order to continuously promote the prevention and control of pollution in key areas, Inner Mongolia Autonomous Region conscientiously implemented the Action Plan for the Prevention and Control of Atmospheric Pollution and the implementation opinions issued by the Autonomous Region in 2014, and formulated and issued the Implementation Plan for the Prevention and Control of Atmospheric Pollution in 2014 and the contingency plan for Heavily Polluted Weather. We will speed up the prevention and control of pollution from industrial point sources, urban non-point sources and motor vehicles. At the same time, the autonomous region has comprehensively strengthened the prevention and control of water pollution, completed 395 water emission reduction projects in 2014, strengthened the protection of drinking water sources, and carried out a series of key tasks such as special law enforcement and inspection of urban centralized drinking water sources. In addition, all leagues and cities in the region actively carry out special rectification and hidden danger investigation of heavy industries, comprehensively strengthen the monitoring and supervision of key prevention and control enterprises, and continuously promote the comprehensive prevention and control of heavy metal pollution.
According to this year's work plan, Inner Mongolia Autonomous Region will continue to promote the key work of air pollution prevention and control. We will strengthen the treatment of flue gas in key industries, actively promote the upgrading and transformation of desulfurization, denitrification and dust removal technologies in high-emission industries such as thermal power, iron and steel, non-ferrous metal smelting, coking and cement, and ensure stable operation up to the standard. We will comprehensively carry out the treatment of volatile organic compounds pollution in the petrochemical industry, and complete the treatment of oil and gas in gas stations, oil storage depots and oil tankers as planned by the end of the year; We will accelerate the renovation of coal-fired boilers, vigorously promote centralized heating, and ensure the completion of the task of eliminating coal-fired boilers with 10 steam tons or less in urban built-up areas. We will continue to promote the elimination of yellow standard cars, the control of dust pollution at construction sites, the elimination of backward production capacity, and the relocation of heavily polluting enterprises; To scientifically promote the control of PM2.5, the League cities will carry out the source analysis of PM2.5, formulate targeted emission reduction measures for urban fine particulate matter according to the analysis structure, and strengthen the construction of air quality forecast and heavy pollution weather early warning system and the quality management of environmental air automatic monitoring.
In terms of water pollution prevention and control, the Environmental Protection Department of Inner Mongolia Autonomous Region clearly requires all localities to ensure the safety of water environment and improve the quality of water environment, focusing on the prevention and control of water pollution in key river basins and the protection of drinking water sources, so as to ensure the completion of the 12th Five-Year Plan; To speed up the construction of planned projects, those who have the conditions to start construction must start construction immediately, and those who have started construction slowly should seriously find out the reasons, solve the problems and speed up the progress; Strengthen the protection of drinking water sources, promote the monitoring and management of water quality in water sources, complete the division of rural drinking water source protection zones, strictly implement the Water Pollution Prevention and Control Law, resolutely clean up illegal projects in drinking water source protection zones, and ensure the safety of drinking water; Strengthen the monitoring of water quality in the basin, timely grasp the dynamics of water quality, intensify supervision and inspection, strengthen the environmental supervision of water-related enterprises, and resolutely ban illegal sewage outlets; focus on the supervision and inspection of enterprises with large discharge of wastewater, which affect the environment of the basin and its surrounding areas, to ensure stable discharge up to the standard; comprehensively improve the environmental risk prevention and emergency disposal capabilities of enterprises, and resolutely prevent pollution accidents.
Focusing on the prevention and control of soil pollution, Inner Mongolia Autonomous Region is studying and compiling the Implementation Plan for Comprehensive Control of Soil Environmental Protection in the whole region, making preparations for the prevention and control of soil pollution in accordance with the requirements of the state, and continuing to strengthen the comprehensive prevention and control of heavy metal pollution.
