Recently, the General Office of the People's Government of Inner Mongolia Autonomous Region issued the Notice of the Implementation Plan for the Prevention and Control of Air Pollution in Inner Mongolia Autonomous Region in 2016 (hereinafter referred to as the Plan). According to the Plan, the average annual concentration of PM2.5 in the cities that failed to meet the standards in 2016 was 3.5% lower than that in 2015 (the average annual concentration of PM2.5 that had reached the standards should not be higher than that in 2015), and the proportion of days with good air quality in the whole region reached 81%. The total emissions of sulfur dioxide and nitrogen oxides have been reduced by 2.8% compared with 2015, and five key tasks have been deployed for this purpose. The following are specific plans:
Inner Mongolia Autonomous Region 2016 Air Pollution Prevention and Control Implementation Plan
In September 2016, in order to implement the Action Plan for the Prevention and Control of Air Pollution of the State Council (Guofa [2013] 37) and the Opinions of the People's Government of Inner Mongolia Autonomous Region on the Implementation of the Action Plan for the Prevention and Control of Air Pollution (Jijiafa [2013] 126), we comprehensively promoted the prevention and control of air pollution in the whole region in 2016 and continuously improved the environmental air quality. This implementation plan is hereby formulated.
I. Work Objectives
In 2016, the average annual concentration of PM2.5 in the cities that failed to meet the standards decreased by 3.5% compared with 2015 (the average annual concentration of PM2.5 that had reached the standards should not be higher than that in 2015), and the proportion of days with good air quality in the whole region reached 81%. The total emissions of sulfur dioxide and nitrogen oxides decreased by 2.8% compared with 2015.
II. Key Tasks
(1) Strengthen comprehensive treatment and reduce pollutant discharge
1. Implement comprehensive renovation of coal-fired boilers. In 2016, we will continue to intensify the elimination of coal-fired boilers, and plan to complete the elimination and transformation of 874 coal-fired boilers, totaling 3225.3 steam tons. It is forbidden to build new coal-fired boilers with less than 20 steam tons per hour in urban built-up areas and industrial parks, and to build new coal-fired boilers and tea bath stoves with less than 10 steam tons per hour in the county government and environmentally sensitive areas. Actively carry out the upgrading of coal-fired boilers in use to ensure stable emission standards. We will further strengthen the supervision of the coal market, standardize the management of coal processing, distribution and use, and prevent low-quality coal with high sulfur and ash from flowing into urban areas.
2. We will accelerate the upgrading and transformation of dust removal facilities. We will accelerate the upgrading and transformation of industrial smoke and dust pollution control facilities in key industries, and fully meet the requirements of new emission standards in key industries such as thermal power, iron and steel, coking, cement and boilers. In 2016, 65 key projects are planned to complete the dust removal transformation. We will actively carry out the ultra-low emission transformation of coal-fired units in the thermal power industry, and strive to complete the ultra-low emission transformation of 15.94 million kilowatt coal-fired units by the end of the year.
3. Strengthen the treatment of volatile organic compounds. We will vigorously promote the comprehensive treatment of volatile organic compounds from industrial sources, complete the investigation and total accounting of volatile organic compounds in key industries such as petrochemical, chemical, coking, pharmaceutical, surface coating, packaging and printing, and comprehensively implement the leakage detection and repair (LDAR) technology in the petrochemical industry to complete the comprehensive treatment of volatile organic compounds. In 2016, the treatment of volatile organic compounds in 13 petrochemical, chemical and coking enterprises was completed. We will continue to intensify the work of oil and gas recovery and transformation in gas stations and oil storage depots, and complete the task of oil and gas recovery and treatment in 880 gas stations and 10 oil storage depots by the end of 2016. High-efficiency lampblack purification facilities will be installed in all catering service business places in urban built-up areas, and the promotion and use of high-efficiency purification household lampblack machines will be accelerated.
4. Strengthen the control of urban dust pollution. We will continue to strengthen the control of urban dust pollution, earnestly implement the requirements of the Implementation Plan for Dust Control in Construction in Inner Mongolia Autonomous Region (No.114, 2014), and take dust control measures at all construction and municipal engineering sites to meet the requirements of green construction; Strengthen the management of muck transport vehicles in the urban area, and on the basis of implementing all the closed operation measures, take the measures of limited time operation on the roads in the main urban area to reduce the dust pollution to the city; continuously improve the mechanical cleaning rate of urban roads, and strive to reach 47% in 2016, which is 6 percentage points higher than that in 2015; Improve the dust control measures for the coal yard, material yard, solid waste and other storage yards of the enterprise, strengthen the control of the storage yards where the dust control measures are not in place, and effectively control the dust pollution of the storage yards; strengthen the pollution control of mining, strengthen the pollution prevention and control during mining, storage, loading and unloading, and transportation, strengthen the mine reclamation, improve the mine reclamation rate, and further reduce the dust pollution.
5. Strengthen prevention and control of motor vehicle pollution. Actively implement the strategy of giving priority to the development of public transport and further improve the share rate of public transport. Accelerate the promotion of new energy buses, and in 2016, the proportion of new energy buses will reach 15%; strengthen the environmental protection management of motor vehicles, improve the annual inspection system of motor vehicles, improve the issuance rate of environmental protection signs for motor vehicles, and strive to achieve more than 80% of the issuance rate of environmental protection signs by the end of 2016; Each league city shall continue to strengthen the management of yellow-labeled vehicles, expand the prohibited and restricted areas of yellow-labeled vehicles, strictly inspect roads, strictly prohibit yellow-labeled vehicles from driving in the prohibited and restricted areas, effectively reduce the pollution of yellow-labeled vehicles to the urban air; speed up the elimination of yellow-labeled vehicles and old vehicles, and ensure the completion of the annual elimination task assigned by the state; To accelerate the upgrading of refined oil quality, from January 1, 2017, the whole region will supply automotive gasoline (including E10 ethanol gasoline) and automotive diesel (including B5 biodiesel) that meet the national V standard, while prohibiting the sale of automotive gasoline and diesel below the national V standard.
(Two ) adjust and optimize the industrial structure and promote the transformation of industrial structure.
1. Strictly control excess capacity. In accordance with the requirements of the State Council's "Opinions on Resolving Excess Capacity in Iron and Steel Industry to Achieve Difficulty Relief and Development" (Guofa [2016] 6), "Opinions on Resolving Excess Capacity in Coal Industry to Achieve Difficulty Relief and Development" (Guofa [2016] 7) and the unified deployment of the state, we should do a good job in resolving excess capacity in iron and steel and coal, and compile excess capacity. We will continue to do a good job in the environmental protection identification and filing of completed projects and projects under construction in industries with serious overcapacity, such as steel, cement, electrolytic aluminum and flat glass. For projects that have been completed in violation of regulations and meet the emission standards of the industry after monitoring, we will instruct them to complete the relevant procedures before the end of the year. The construction of illegal projects under construction shall be stopped before the relevant formalities are obtained. The completed illegal projects with backward technological equipment or substandard energy consumption and pollutant discharge shall be resolutely eliminated and shut down.
2. Optimize the industrial spatial layout. Strictly implement the planning of functional areas, rationally determine the industrial layout, structure and scale, actively promote the adjustment and optimization of industrial layout, and optimize the layout of major construction projects in development zones and key development zones; Combining with the conditions of environmental carrying capacity, resources and energy endowment, measures such as capacity resolution, merger and reorganization, and rectification of illegal projects should be taken to rationally standardize the industrial layout of cities and various parks, and actively promote the relocation, transfer and transformation of heavily polluted enterprises such as iron and steel, petrochemical, cement and chemical industries in the main urban areas of cities. Strictly implement the national emission standards to ensure stable emission standards.
3. Fully promote cleaner production in key industries. In accordance with the requirements of the Cleaner Production Implementation Plan for Key Industries in Inner Mongolia Autonomous Region 2014-2017 (Nei Jing Xin Jie Zong Zi [2014] 574), we will continue to intensify the cleaner production audit of enterprises in key industries such as iron and steel, cement, chemical, petrochemical and non-ferrous metal smelting; Adopt advanced and applicable technologies, processes and equipment, and accelerate the implementation of cleaner production technology transformation in key industries.
4. Vigorously develop circular economy. Encouraging the development of industrial agglomeration, accelerating the cultivation and construction of circular economy industrial parks and pilot enterprises, focusing on coal, electric power, chemical industry, metallurgy, building materials and other industries, focusing on promoting the CIRC ular development of three levels, namely, the internal process cycle of enterprises, the internal enterprise cycle of parks and the industrial cycle between regions, and promoting the circular industry. To realize the recycling of energy and resources and promote the coordinated and rapid development of related industries.
(Three ) speed up the adjustment of energy structure and increase the supply of clean energy.
1. Vigorously develop clean energy. We will vigorously develop wind, solar and biomass energy, and achieve an increase of 2 million kilowatts of grid-connected wind power and 1 million kilowatts of solar power in 2016. We will continue to increase the proportion of clean energy such as natural gas, and give priority to the use of new natural gas to ensure people's lives or replace coal; By the end of 2016, the proportion of clean energy installed in the whole region will reach 31%, an increase of 0.5 percentage points compared with the previous year. Actively promote the comprehensive utilization of straw and strictly prohibit straw burning.
2. Fully implement the transformation of heating metering. Actively promote the transformation of heating metering, install heating metering instruments in all new buildings, speed up the transformation of heating metering in existing residential buildings, and gradually implement heating metering and charging in new buildings and existing buildings that have completed the transformation of heating metering. We will continue to focus on energy conservation in new buildings and gradually form a closed management system covering the whole process of planning and design, construction drawing review, construction management, material inspection, project supervision, completion acceptance, sales license, operation and maintenance. We will accelerate the implementation of energy-saving renovation of existing residential buildings, and plan to complete the renovation task of 15 million square meters in 2016.
(Four ) improve the ability of environmental supervision and strengthen environmental law enforcement .
1. Strengthen environmental law enforcement. In strict accordance with the relevant provisions of the new Environmental Protection Law and the new Air Pollution Prevention Law, we should strengthen the connection between administrative law enforcement and criminal justice, crack down on illegal sewage discharge, establish joint investigation procedures with public security organs, and improve the mechanism of case transfer and joint investigation. Malicious illegal acts such as illegal discharge, illegal discharge of toxic and harmful pollutants, abnormal use of pollution prevention and control facilities, forgery or tampering with environmental monitoring data shall be severely punished according to law. Those who refuse to correct or are suspected of committing crimes shall be promptly transferred to judicial organs for handling according to law; We should focus on investigating and dealing with the illegal problems that are strongly reflected by the masses, seriously polluted, not solved for a long time or repeatedly committed through listing supervision and joint investigation, and concentrate our efforts on investigating and handling major cases of environmental violations.
2. Implement environmental information disclosure. Strictly implement the air quality monitoring and management system, publish the urban environmental air quality status and ranking monthly, and accept social supervision; further standardize the release channels, establish a mandatory disclosure system for environmental information of enterprises in heavily polluted industries, urge enterprises to actively disclose environmental information, incorporate environmental information disclosure into the enterprise credit evaluation system, and safeguard the public's right to know and supervise the environment; Open environmental petition platform and environmental protection hotline, listen to people's livelihood and public opinion, and solve hot and difficult issues in a timely manner.
(Five ) establish a monitoring, early warning and emergency response system to properly deal with heavy pollution weather .
1. Strengthen emergency consultation on heavily polluted weather. Relying on the established air quality monitoring, forecasting and early warning platform of the autonomous region and the atmospheric environment monitoring super station of the autonomous region, the environmental air quality and change trend in the next few days are studied and judged, so as to improve the accuracy of heavy pollution weather early warning and forecasting, and provide technical support for timely start of emergency response measures. Environmental protection and meteorological departments at all levels should further improve the consultation mechanism, increase the frequency of consultation in case of adverse meteorological conditions, improve the accuracy of monitoring and early warning, and timely release monitoring and early warning information. At the same time, we will strengthen joint consultation with Beijing, Tianjin, Hebei and surrounding areas on heavy pollution weather, cooperate with the establishment of a regional early warning system for heavy pollution weather, and improve regional response capacity to heavy pollution weather.
2. Do a good job in the prevention and control of seasonal air pollution. Adhering to the principle of "treating winter diseases in summer", we will intensify efforts to renovate coal-fired boilers, upgrade pollution control facilities in key industries, central heating, gas supply network and shantytowns, so as to reduce pollutant emissions. During the heating period in winter, the whole process of coal production, sale and use should be strictly supervised, and the frequency of sampling inspection should be increased to prevent high-sulfur, high-ash and low-quality coal from flowing into urban areas. Heating enterprises should implement staggered peak heating, formulate sectional start-up and shutdown plans, avoid centralized emission of pollutants, and effectively reduce the probability of heavy pollution weather.
III. Safeguard Measures
(1 ) Decomposition and implementation of objectives and tasks
In accordance with the "Air Pollution Prevention and Control Target Responsibility Letter" and the objectives and tasks set out in the implementation plan of the autonomous region in 2016, the League cities shall formulate the implementation plan of the region in 2016 in light of the actual situation, and implement the tasks one by one to the relevant departments, regions and enterprises, and to the specific responsible persons, so as to ensure the timely completion of the objectives and tasks. The relevant departments of the autonomous region shall, in accordance with the requirements of the Circular on the Issue of the Plan of Division of Labor among the Departments of the People's Government of Inner Mongolia Autonomous Region on the Implementation of the Action Plan for the Prevention and Control of Air Pollution (No.46 issued by the Internal Affairs Office), perform their duties and responsibilities, intensify supervision, strengthen coordination and linkage, and form a strong synergy. To ensure the successful completion of the annual target tasks.
(2 ) Raising funds for governance through multiple channels
When arranging the use of relevant funds at all levels, priority should be given to supporting pollution control projects included in the annual implementation plan, and the necessary funds for air pollution monitoring, regulatory capacity building and law enforcement supervision should continue to be included in the budget. This year, the finance of the autonomous region will continue to increase its support for the prevention and control of air pollution. When allocating special funds for air pollution control at the central and autonomous region levels, it will adopt the method of "reward instead of subsidy" to reward the areas that have completed the task of air pollution control on time and improved the environmental air quality significantly. We should innovate the investment mechanism, establish a diversified investment and financing mechanism for the government, enterprises and society, and broaden the financing channels. We will promote green credit and green securities for enterprises, incorporate environmental information of enterprises into the credit information system, and strictly restrict loans and listed financing for illegal enterprises. We will increase the support of environmental protection funds and give priority to financial support for construction projects with high technical level and good environmental benefits.
(3 ) Improving policies and measures
In 2016, the autonomous region will conscientiously implement the policy of electricity price subsidies for flue gas desulfurization, denitrification and dust removal, implement ultra-low emission electricity price subsidies, and guide enterprises to upgrade existing pollution control facilities as soon as possible; The pollutant discharge permit system shall be further improved. All enterprises and units discharging pollutants shall apply for pollutant discharge permits in accordance with the law. In combination with the actual situation of enterprises, characteristic pollutants shall also be included in the scope of pollutant discharge permits, and the discharge of various pollutants shall be strictly limited. The policy of pollutant discharge charges shall be improved, the charging standards shall be appropriately raised, and the pilot work of volatile organic compounds discharge charges shall be explored. We should further develop the market mechanism and use the economic means of paid use of emission rights to control the discharge of pollutants.
(4 ) Strict assessment of rewards and punishments
In strict accordance with the requirements of the Circular of the General Office of the State Council on the Issuance of Assessment Measures for the Implementation of the Action Plan for the Prevention and Control of Atmospheric Pollution (Trial Implementation) (No.21 issued by the State Office) and the Circular on the Assessment of the Implementation of the Action Plan for the Prevention and Control of Atmospheric Pollution (No.301 issued by the State Office of Internal Affairs), The results of the assessment will be published to the public and submitted to the competent cadre departments as an important basis for the comprehensive assessment and evaluation of the leading groups and cadres in accordance with the relevant provisions of the assessment and evaluation of the leading groups and cadres of the Party and government. If the assessment is not qualified, the main leaders and responsible leaders of the League Municipal Government and relevant departments will be held accountable. The autonomous region will release the air quality status of the League cities in a timely manner, publish the air quality rankings of the League cities monthly, and interview the responsible persons of the people's governments of the League cities that rank the bottom for three consecutive months.
