Recently, the People's Government of Sihui City, Zhaoqing City, Guangdong Province, issued a public announcement of the approval document for the new project of Zhaoqing Jiuxiang Mining Co., Ltd. with an annual output of 1 million cubic meters of sandstone for construction. The total investment of the project is 801.58 million yuan, mainly mining 1 million cubic meters (2.6 million tons) of metamorphic sandstone for construction, and processing into 1.3 million cubic meters of gravel, 170000 cubic meters of stone and 330000 cubic meters of machine-made sand. After comprehensive utilization of waste rock, the annual average production of washed sand is 112,400m3, backfill stone is 157,800m3, and tail mud is 287,100m3 (including 243,400m3 of washed sand tail mud and 43,700m3 of machine-made sand tail mud).
The project is located in Fenghuang Village, Nanxiang Township, Jingkou Town, Sihui City, covering a total area of about 596,200 square meters, of which the mining area covers an area of 308,800 square meters. Main production process: 1. Ore mining: ore mining → topsoil stripping → perforation and rock drilling → charging and blasting → loading → loading and unloading and transportation → screening → crushing and screening → belt conveying → cleaning and screening → dehydration → sand washing. 2. Crushing and screening: stone raw materials → desliming and screening → coarse crushing → intermediate stockyard → medium crushing → fine crushing → stone/gravel/stone powder/tail mud. 3. Sand making processing: stone → sand making machine → spiral sand washing machine → impeller sand washing machine (fine sand recovery) → dewatering screen → finished sand. During the construction and operation of
the project, the following work should be focused on:
1. Strengthen the environmental protection during the construction period and implement various pollution prevention and control measures during the construction period.
2. Implement the air pollution prevention and control measures of the project. Dust produced in the mining area of the project adopts wet drilling, water mist blasting technology and sprinkling to suppress dust. Wet operation is adopted in the industrial area of the project, materials are sealed in the whole process of conveyor belt transportation, and water mist spraying devices are set around the workshop to further suppress dust; measures such as watering and humidifying, setting enclosure and covering are taken to suppress dust in road transportation, storage yard dust, dump dust and other links. The dust produced by the above processes is emitted in an unorganized manner, and the emission standard is subject to the concentration limit of unorganized emission monitoring points in the second period of the Emission Limits of Air Pollutants (DB44/27-2001) of Guangdong Province. The project should strengthen the prevention and control of dust, so as to achieve 100% enclosure around the operation site, 100% coverage of material stacking, 100% washing of vehicles entering and leaving the site, 100% hardening of the ground of the crushing processing site, 100% moisture preservation of the operation site, and 100% closed transportation of material transport vehicles.
3. Optimize the water supply and drainage system in the plant area according to the principle of "clean water and sewage diversion, rain and sewage diversion, and water recycling", and take effective measures to prevent the abnormal discharge of wastewater. Water for down-the-hole drilling machine, water for crushing and screening, water for dust suppression, cleaning wastewater, initial rainwater in industrial processing area and dump, and cleaning wastewater from car washing tank are all reused for production after sedimentation in the sedimentation tank. Domestic sewage is treated by buried integrated sewage treatment facilities to meet the requirements of urban greening in the Reuse of Urban Recycling Water and Water Quality for Urban Miscellaneous Water Consumption (GB/T18920-2020). The road cleaning standard and the local standard of Guangdong Province, Discharge Limits of Water Pollutants in Guangdong Province (DB44/26-2001), shall be reused for forest greening after the stricter value of the first level standard in the second period.
4. The project shall take anti-vibration, sound insulation, noise elimination and other measures, and reasonably arrange working hours to ensure that the noise at the plant boundary meets the requirements of Class 2 standard limits in the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008), so as to prevent noise pollution.
5. Strengthen the comprehensive utilization of solid waste to realize reduction, recycling and harmlessness. The general industrial solid wastes of the project shall be treated in accordance with the requirements of the Standard for Pollution Control on Storage and Landfill of General Industrial Solid Wastes (GB18599-2020). The storage, transfer and disposal of hazardous wastes of the project shall comply with the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2023). The domestic garbage of the project is collected and handed over to the environmental sanitation department for disposal.
6. According to the total amount control plan of the city, the emission of main pollutants assigned to the project is: NOx6.56 tons/year; increase 6.56 tons/year, and the new increment will be solved by the emission reduction of Sihui Jingbao Glass Co., Ltd.
7. The environmental protection investment of the project shall be included in the project investment estimate and implemented.
