Ningxia Hui Autonomous Region on the Capacity Building of Hazardous Waste Utilization and Disposal in 2026 is to thoroughly implement the Guiding Opinions of the Ministry of Ecology and Environment on Further Strengthening the Environmental Governance of Hazardous Wastes and Strict provention and control of Environmental Risks (Environmental Solid [20 No.10), optimize the structure of hazardous waste utilization and disposal in the whole region, promote the high-quality development of hazardous waste utilization and disposal industry, and build a hazardous waste utilization and disposal system suitable for the economic and social development of the whole region. 1. Generation, transfer, utilization and disposal of

hazardous wastes in the whole region In 2025, the whole region produced 1.0396 million tons of hazardous wastes and utilized and disposed of 1.0266 million tons (including the storage of the previous year), of which 434100 tons were used and disposed by the waste producing units themselves. Entrusted hazardous waste business units to use and dispose of 592500 tons.

The region transferred 104,100 tons of hazardous wastes across provinces, of which 80.96% were utilized hazardous wastes, mainly waste acid, distillation residue, pesticide waste, etc., mainly to Inner Mongolia Autonomous Region, Shaanxi Province and Gansu Province. 310,400 tons of trans-provincial hazardous wastes were transferred to the

region, all of which were utilization hazardous wastes, mainly from distillation residues, non-ferrous metal mining and smelting wastes, and lead-containing wastes, mainly from Xinjiang Uygur Autonomous Region, Inner Mongolia Autonomous Region and Shaanxi Province.

2. Analysis

of the utilization and disposal capacity and actual operation of hazardous wastes in the whole region By the end of 2025, there were 94 units with hazardous waste business licenses (including exemption management) in the whole region, and the operation capacity of hazardous wastes was 5.5984 million tons per year. Among them, the collection capacity is 130200 tons per year (excluding small and micro pilot collection), and the pilot collection capacity of small and micro enterprises is 15000 tons per year; Landfill disposal capacity is 261,100 tons/year (including fly ash landfill capacity of 40,000 tons/year), incineration disposal capacity is 98,700 tons/year, cement kiln co-disposal capacity is 138,000 tons/year, physical and chemical disposal capacity is 12,000 tons/year, and other disposal capacity is 3,000 tons/year; medical waste disposal capacity is 15,400 tons/year; The utilization capacity of hazardous waste is 4.925 million tons/year. Generally speaking, the utilization and disposal system of hazardous wastes in the whole region remains stable, and the overall capacity meets the actual needs, but some of the hazardous wastes have problems such as excessive utilization and disposal capacity and low load rate.

Among them, the top 5 waste categories in terms of approved scale are:

34 HW11 distillate residue utilization and disposal enterprises, with a total approved operation scale of 4,006,500 tons, a receiving capacity of 335,600 tons in 2025, and a utilization and disposal load rate of 8.38%. There are

35 HW08 waste mineral oil and mineral oil waste utilization and disposal enterprises, with a total approved operating scale of 1.3101 million tons, a receiving capacity of 59100 tons in 2025, a utilization and disposal load rate of 4.51%

, and 14 HW48 non-ferrous metal mining and smelting waste utilization and disposal enterprises. The approved operation scale is 1.0463 million tons, the receiving volume in 2025 is 77,000 tons, and the utilization and disposal load rate is 7.36%. There are

18 HW31 lead-containing utilization and disposal enterprises, with a total approved operating scale of 895,700 tons, a receiving capacity of 30,100 tons in 2025, and a utilization and disposal load rate of 3.36%. There are

13 HW50 waste catalyst utilization and disposal enterprises, with a total approved operating scale of 640,800 tons, a receiving capacity of 13,600 tons in 2025, and a utilization and disposal load rate of 2.12%.

3. Investment proposals for

hazardous waste utilization and disposal projects (1) Encourage the construction of high-standard utilization projects of hazardous wastes such as waste incineration fly ash and waste salt, which are mainly landfilled; Encourage the comprehensive utilization and disposal projects of hazardous wastes in the whole region to continuously optimize and transform the process, further reduce the production of hazardous wastes, and meet the conditions of waste production units can support the construction of hazardous waste self-utilization facilities; We will encourage the construction of pilot projects of "waste-free groups" and "waste-free parks" under the premise of controllable environmental risks, share hazardous waste utilization and disposal facilities within large enterprise groups and industrial parks where conditions permit, and carry out "point-to-point" directional utilization of hazardous wastes.

(2) Carefully invest in the following hazardous waste utilization and disposal construction projects: hazardous waste incineration, landfill, physicochemical centralized disposal of hazardous waste projects, and cement kiln co-disposal of hazardous waste projects. Utilization and disposal projects of HW11 distillation residue, HW08 waste mineral oil and waste containing mineral oil, HW48 non-ferrous metal mining and smelting waste, HW31 lead-containing waste, HW50 waste catalyst, HW02 medical waste and HW34 waste acid.

(3) In order to effectively reduce the environmental and safety risks in the transfer and transportation of hazardous wastes, the transfer of hazardous wastes shall follow the principle of proximity and shall not encourage large-scale and long-distance transfer and disposal of hazardous wastes. In order to effectively prevent environmental risks, relevant enterprises are encouraged to classify and manage the hazardous wastes generated, give priority to the resource utilization of hazardous wastes with utilization value, and send the hazardous wastes that do not have utilization conditions but can be incinerated to qualified incineration enterprises for disposal.
