After testing by professional organizations, the chloride ion content of this batch of cement is as high as 0.07%, which exceeds the limit stipulated by the national standard and is judged to be unqualified products.

According to the investigation, the batch of cement produced a total of 200 tons, of which 197 tons have been sold at a price of 190 yuan per ton, with a value of 38000 yuan, all of which have entered the market, posing a potential threat to the quality and safety of construction projects.

Faced with the test results and the investigation of the regulatory authorities, Shuifuyun Fuda Cement Co., Ltd. Enterprises claim that they have been losing money for years, facing employment difficulties and fierce market competition pressure, trying to shirk their responsibilities.

In response to the enterprise's defense, Shuifu Municipal Market Supervision and Administration Bureau clearly responded that the formulation of national standards is aimed at preventing the risks of construction projects, and can not shirk the responsibility of product quality on the grounds of use scenarios. All kinds of excuses put forward by enterprises are not legal exemptions and can not be used as a shield for the production and sale of substandard products.

Based on the facts and evidence of the case, the Market Supervision and Administration Bureau of Shuifu City made the final punishment decision on Shuifu Yunfuda Cement Co., Ltd.:

2. Impose a fine of 68,400 yuan (1.8 times the value of the goods).
