The key contents related to the cement industry are as follows:
1. Strictly control the production capacity of "two high" industries such as iron and steel, coking, non-ferrous smelting, cement, flat, glass, oil refining, coal chemical industry and ammonium phosphate. The energy effect of new reconstruction and expansion coal projects and "two high" projects has reached the benchmark level, and the environmental performance has reached the A-level or leading level.
2. In accordance with the law and regulations, the "two high" projects with obsolete production capacity and equipment, energy efficiency lower than benchmark level and pollutant emissions that can not meet the stable standards will be completely withdrawn. Highlighting the standards of energy consumption, environmental protection, quality, safety and technology, and guiding the withdrawal of inefficient production capacity. According to the level of energy efficiency and environmental protection performance, the differential peak staggering production of cement industry is implemented. Key cities (cities with an average concentration of PM2.5 greater than 30 micrograms per cubic meter in 2023-2025) are integrated and withdrawn from coke ovens with a height of 4.3 meters or less and cement clinker production lines with a height of less than 2500 tons per day (excluding special cement).
3. By 2028, the proportion of clean transportation in key industries such as thermal power, iron and steel, coal, coking and non-ferrous smelting will reach more than 90%; the proportion of clean transportation in automobile, cement, commercial concrete, aggregate, ammonium phosphate and other industries, other large vehicle users with annual freight volume of 1.5 million tons and internal logistics (including cold chain) in key cities will strive to reach 50%.
4. By 2028, domestic waste incineration enterprises in coking, cement, foundry pig iron and urban built-up areas will have basically completed ultra-low emission transformation, and coal-fired power plants in key cities will have basically completed ultra-low emission transformation in the whole process and full-load denitrification transformation during grid-connected period; The enterprises of long-process iron and steel, refining-chemical integration, cement clinker production and automobile manufacturing in key cities have reached Grade A level of environmental performance, and the enterprises of flat glass, copper smelting and lead and zinc smelting have reached Grade B and above level of environmental performance; the number of enterprises of Grade B and above level of environmental performance in Hubei, Hunan and Jiangxi provinces is not less than 500, 400 and 200 respectively.
