On June 3, the Development and Reform Commission of Ningxia Hui Autonomous Region issued the Notice of the Development and Construction Plan of New Energy Projects in Ningxia Hui Autonomous Region in 2026. It includes 4.8 million kilowatts of wind power and 700000 kilowatts of photovoltaic power.

Among them: 180,000 kilowatts of wind power in Yinchuan, 180,000 kilowatts of wind power in Shizuishan, 1.453 million kilowatts of new energy in Wuzhong ( including 100,000 kilowatts of photovoltaic ), 1 million kilowatts of wind power in Guyuan, Zhongwei's new energy is 2.605 million kilowatts ( including 600000 kilowatts of photovoltaic ) and Ningdong's wind power is 82000 kilowatts.

The plan is clear that the energy authorities of various cities and Ningdong Base will submit the recommended projects to the Development and Reform Commission of the Autonomous Region by July 30, 2026. The reviewed photovoltaic project shall be filed by the municipal and Ningdong filing authorities where the project is located, and the wind power project shall be approved by the Development and Reform Commission of the Autonomous Region.

Ningxia Hui Autonomous Region 2026 New Energy Project Development and Construction Plan

In order to implement the strategy of strong energy area, build a national new energy comprehensive demonstration area at a high level, further optimize the new energy installed structure, and speed up the construction of green power park. According to the Measures for the Management of Wind Power and Photovoltaic Power Generation Projects in Ningxia Hui Autonomous Region, this plan is formulated in consideration of the natural endowment of wind and solar resources, land use conditions, grid access capacity and new energy consumption situation in the whole region.

1. Overall scale

In 2026, the whole region plans to arrange a total of 5.5 million kilowatts (4.8 million kilowatts of wind power and 700000 kilowatts of photovoltaic power) for the development and construction of new grid-connected energy projects. Among them, wind power in Yinchuan is 180,000 kilowatts, wind power in Shizuishan is 180,000 kilowatts, new energy in Wuzhong is 1.453 million kilowatts (including 100,000 kilowatts of photovoltaic), wind power in Guyuan is 1 million kilowatts, new energy in Zhongwei is 2.605 million kilowatts (including 600,000 kilowatts of photovoltaic), and wind power in Ningdong is 82,000 kilowatts.

2. Work flow

(1) Organizing competition. The competent energy departments of prefectures, cities and Ningdong Base shall study and prepare competitive allocation schemes, openly, fairly and impartially determine the development subjects with corresponding construction and operation capabilities and make timely announcements, and submit the recommended projects to the Development and Reform Commission of the Autonomous Region before July 30, 2026, without exceeding the scale.

(2) Project review. The Development and Reform Commission of the Autonomous Region, together with the Department of Natural Resources, the Forestry and Grassland Administration and the State Grid Ningxia Electric Power Co., Ltd., will review and approve the conditions of land use and power grid access recommended by various cities and Ningdong Base, and eliminate or reduce the construction scale of projects that do not have or partially have the construction conditions.

(3) Project approval. The reviewed photovoltaic project shall be filed by the municipal and Ningdong filing authorities where the project is located, and the wind power project shall be approved by the Development and Reform Commission of the Autonomous Region. The implementation plan shall be prepared as required before the approval of the project of direct connection of green electricity and the same field of scenery, and the approval (filing) formalities shall be handled only after the review and approval organized by the Development and Reform Commission of the Autonomous Region.

3. Work requirements

(1) Standardize the construction sequence. The competent energy departments of cities and counties (districts) should strictly examine and verify the project declaration materials, guide the main body of development to do a good job in planning, site selection, resource assessment, grid access and other key work, do a solid job in ensuring the elements, rationally arrange the timing of the project, and promote the project to be completed and connected to the grid in 2027-2028. State Grid Ningxia Electric Power Co., Ltd. has done a good job in ensuring the connection of the project.

(2) Intensive use of resources. We will encourage the construction of friendly new energy power stations with integrated wind, solar and storage systems, support the construction and construction of photovoltaic power stations with wind resources and grid access conditions, and build wind and solar power projects within 500 meters of the power station and its surrounding areas, so as to make intensive, economical and efficient use of land resources. Promote the application of "large capacity, long blade, high tower, intelligent" wind turbines.

(3) Strengthen ecological protection. In the process of planning, design and implementation of new energy projects, we should pay attention to ecological environment protection, ensure that the impact of the project on the local ecosystem is minimized, and promote the deep integration of new energy development and construction with ecological environment protection.
