Proposal for Production of Cement Industry in Zhejiang Province According to Filing Capacity On February 9
, 2026, in order to implement the Guiding Opinions of the State Council on Resolving the Serious Contradiction of Overcapacity (Guo Fa [2013] No.41) and the Ministry of Industry and Information Technology and other departments on Regulating the Capacity Management of Cement Industry On February 9, 2026, the enlarged meeting of the president of Zhejiang Cement Association was held in Hangzhou to resolve overcapacity in accordance with the law and regulations, curb "involution" disorderly competition and promote high-quality development of the industry. The meeting reached broad consensus on standardizing capacity management and other issues. The participating units promised to strictly implement the national standardized capacity management requirements, and issued the following proposals to the enterprises of the whole province:
I. Standardized capacity management is an important measure to resolve overcapacity, realize the development from scale expansion to quality and benefit, and promote the transformation and upgrading of the industry. It is also the current measure to reverse the current "price depression". All clinker production enterprises should improve their position, enhance their sense of responsibility and overall situation, and consciously integrate their thoughts and actions into the requirements of national policies.
2. From the date of signing and issuing this proposal, all enterprises shall strictly implement the national policy and organize production according to the registered production capacity. "The actual daily output of the production line shall not exceed 110% of the daily production capacity of the record, and the actual annual output shall not exceed the annual production capacity of the record (annual production capacity = daily production capacity of the record * production days)".
3. Actively support the construction of on-line monitoring system for clinker production in the whole province. Support the association to take the lead in establishing an online monitoring system for cement clinker production in the whole province. Before the completion of clinker monitoring facilities, enterprises shall submit relevant material data to the Association on time in accordance with the requirements of the Implementation Plan for Compliance Production of Clinker Production Lines in Zhejiang Cement Industry, and accept the supervision and spot checks organized by the Association.
4. Enterprises should actively implement their self-discipline commitments and carry out relevant work as required. At the same time, we should timely report the problems found to government departments and associations, supervise and help each other, and jointly promote the implementation of this work.
