In addition to the battery sector, on September 12, 2025, MNRE also issued a draft amendment proposing the inclusion of solar wafers in the List of Approved Models and Manufacturers (ALMM).
It is worth noting that the mechanism will establish a separate ALMM List-III for silicon wafers with reference to the current component list ALMM List-I and the battery list ALMM List-II to be implemented in June 2026 .
According to the proposal, ALMM List-III for solar wafers will come into effect on June 1, 2028, provided that at least three independent wafer manufacturers are put into operation. And the total annual production capacity reaches 15GW .
In addition, in order to ensure the integration of upstream production, the draft amendment also stipulates that the listed silicon wafer manufacturers should have the capacity of silicon ingots matching the capacity of silicon wafers to be applied for.
