On September 29, the Xingyang Branch of Zhengzhou Ecological Environment Bureau issued a public announcement for the approval of environmental impact assessment, and Henan Guruiyuan Environmental Science and Technology Co., Ltd. Based on the existing new dry-process cement production line with a daily output of 10000 tons of clinker in Zhengzhou Cement Co., Ltd. of Tianrui Group , a resource project with an annual comprehensive utilization of 300000 tons of general solid waste will be constructed. Located in the plant area of Tianrui Group Zhengzhou Cement Co., Ltd. in Cuimiao Town, Xingyang City, Zhengzhou City, Henan Province,
the project is implemented by Henan Guruiyuan Environmental Technology Co., Ltd. in cooperation with Tianrui Cement , mainly using the existing cement production facilities to transform part of the warehouse. Solid waste transportation, feeding and waste liquid storage facilities are added.
According to the environmental impact report of the project, the 300,000 tons of general solid wastes to be comprehensively utilized are divided into three categories: inorganic solid, organic solid and liquid.
Among them, the inorganic solid general solid waste is 280000 tons per year, including 226000 tons of smelting waste, fly ash, slag, coal gangue, tailings, engineering slag, engineering waste, and 54000 tons of desulfurization gypsum, phosphogypsum and other industrial by-products. Inorganic solid waste
of 226,000 tons mainly enters the cement kiln through the existing raw material system to replace some raw materials such as limestone and sandstone; industrial by-product gypsum of 54,000 tons is used as raw material through the cement grinding system and does not enter the cement kiln calcination system.
Organic solid general solid waste is 10,000 tons/year, mainly including sludge, food residue, textile and paper industry waste, agricultural and forestry waste, etc., which meet the requirements of entering the plant. The project plans to add new lifting and conveying facilities at the kiln tail to send organic solid waste to the high temperature area of the decomposition furnace, so as to realize harmless treatment and reduce traditional fuel consumption by using its own calorific value.
In addition, the project also plans to use cement kilns to co-treat 10,000 tons/year of liquid general solid waste, mainly industrial concentrated water slurry that meets the requirements. The project will build two new waste liquid temporary storage tanks with a single tank volume of 40 cubic meters, and pump the waste liquid into the decomposition furnace through a closed pipeline for treatment.
According to the environmental impact assessment documents, the total investment of the project is 5.2 million yuan, including 350,000 yuan for environmental protection. It mainly relies on the existing clinker production line, raw material conveying system, environmental protection facilities and analysis and testing facilities of Tianrui Cement for transformation, without adding new construction land or increasing the original cement clinker and cement production capacity.
The project intends to realize the co-disposal and resource utilization of general solid waste by replacing part of the raw materials for cement production with general solid waste and replacing part of the fuel with the calorific value of organic solid waste and liquid solid waste.
It is reported that the project has been put on record by the Development and Reform Commission of Xingyang City, and the project code is 2604-410182-04-01-603085.
According to the announcement issued on September 29, the project EIA will be approved from September 29 to October 10. At present, the publicly verified documents are still in the stage of EIA approval, and the final EIA approval and actual commencement of the project need to be further confirmed.
