According to the estimates of industry organizations, the output of fluid solidified soil in China in 2022 is just over 15 million cubic meters, and the industry expects that the figure will be close to 30 million cubic meters in 2026. It has doubled in four years, with a compound annual growth rate of nearly 19% in terms of volume; the average annual growth rate of the domestic curing agent market in the same period has also reached 19%.
Putting these two figures into the building materials market in 2026, the contrast is particularly dazzling-the demand for cement continues to decline, and the whole industry is shrinking. Why does an unremarkable track run against the market with a growth rate of nearly 20%? The huge contrast on the
cost side forces "in-situ solidification" from an option to a necessary option
to deal with soft soil in the past, either by spending money to transport it away for landfill or by bringing good soil from other places for backfilling. The transportation cost of this "one abandonment and one mining" is as high as 250 yuan per cubic meter of soil, and it will also cause secondary environmental problems such as dust and water pollution. The new technology directly turns the soft soil into qualified roadbed through three sets of "combination boxing" of "dry method + wet method + in-situ solidification". After in-situ solidification, the cost of soft soil solidification is reduced to 40 yuan per cubic meter, which saves 20% to 40% compared with traditional solidification technology, and saves more than 70% of the project cost compared with spoil transfer. The
solidified soil scheme has landed in 26 major national projects such as the second passage of the Beijing-Hangzhou Canal. The
cost gap is more intuitive on specific projects. According to the case data disclosed by the project party, for the supporting road project of a riverside park in East China, the total amount of soft soil in the site is about 100,000 cubic meters, the thickness of silt layer is 3 to 4 meters, and the water content is up to 64%. The original comprehensive unit price of the dredging and filling scheme is 180 to 220 yuan/cubic meter, and the construction period is expected to be 42 days. It is also necessary to coordinate the muck disposal site and transport more than ten muck trucks back and forth every day. After
changing to in-situ solidification, the comprehensive unit price was reduced to 50 to 60 yuan per cubic meter, completed in 12 days, and the single project saved more than 10 million yuan directly. In the backfilling scenario, the cost of fluid solidified soil is generally 80 to 200 yuan/cubic meter, while the cost of purchased medium-coarse sand backfilling is 300 to 450 yuan/cubic meter. According to the public information of Zhenjiang Transportation Bureau, a yard reconstruction project in Zhenjiang, Jiangsu Province, replaced the cement stabilized gravel structure layer with solidified soil, and the comprehensive cost was reduced by about 31%.
If the cost determines whether it can be replaced, the low-carbon development policy support and related standard complement will provide strong support for the future development of the solidified soil industry. In June
2025, the General Office of the State Council forwarded the Ministry of Housing and Urban-Rural Development's Opinions on Further Strengthening the Treatment of Urban Construction Waste (State Office Letter No.57), proposing that by 2027, the average utilization rate of resources in cities at prefecture level and above will reach more than 50%. However, the annual output of urban construction waste in China is as high as more than 2 billion tons.
More decisive is the Action Plan for Comprehensive Treatment of Solid Waste (Guofa [2025] No.14) issued in December 2025 and published in January 2026, which clearly States that "the cost of construction waste reduction, transportation, utilization and disposal shall be included in the project cost". What this article changes is the incentive structure: in the past, the cost of spoil was not included in the construction cost, and the cost of transporting it out belonged to the expenditure outside the project, so the construction unit had no incentive to digest it on the spot; if it was included in the construction cost, the disposal cost saved would directly become the project profit.
At the same time, the solidified soil is an efficient export of waste resources: industrial solid wastes such as slag, fly ash, steel slag, carbide slag and desulfurized gypsum are used as cementitious components, and construction waste and engineering slag soil are used as the main body of solidification, which can be solidified at normal temperature and pressure without high temperature calcination. Under double carbon, it not only absorbs solid waste, but also takes the path of burning-free low-carbon, and calcium-magnesium-based solid waste such as steel slag can also mineralize carbon. Guofa [2025] No.14 also proposed that the annual comprehensive utilization of bulk solid waste will reach 4.5 billion tons by 2030. Using waste to treat waste and recycling on the spot-in the next 5 to 10 years, the prospect of solidified soil is broad.
The standard system has just finished the last mile of "never dare to use to dare to use". The industry standard "Technical Standard for Application of Soil Stabilizer" (CJJ/T 286-2018), which was implemented in December 2018, only includes "Urban Road Pavement Engineering" in its scope of application, and is a recommended standard-the design Institute dares not use it, the supervisor does not recognize it, and the acceptance lacks basis. In November
2023, the group standard "Technical Standard for Application of Self-compacting Backfill Materials" (T/CUWA 40055-2023) was followed up. From 2025 to 2026, local standards began to be implemented intensively: Shandong Technical Specification for Application of Fluidized Solidified Soil in Construction Engineering (DB37/T 5345-2025) came into effect on February 1, 2026. Heilongjiang's Technical Specification for Application of Fluidized Solidified Soil (DB23/T 3999-2026) will be implemented on July 7, 2026, and Henan's Technical Standard for Application of Fluidized Solidified Soil (DBJ41/T 369-2026) will be implemented on January 1, 2027. For the first time,
these standards have written the time-dependent flow extension, bleeding rate, permeability coefficient and water stability coefficient as acceptable quality indicators.
Next, the solidified soil industry is expected to continue its rapid expansion momentum.
Cement enterprises enter the solidified soil track at the right time
. For cement enterprises, the tools to enter the solidified soil track are ready-made.
Curing agent and cement production are highly isomorphic, and the core process is grinding. Ready-made grinding equipment, quality control experience and procurement channels can be almost seamlessly grafted, with low marginal cost and short cycle of transformation. For cement enterprises, this is not only the export of idle production capacity, but also the channel to break through the added value, but also the change from "grey mark" to "green pioneer"-the window period is now, who starts first and who occupies first.
China Cement Network will hold relevant meetings in the near future, focusing on the market prospects of soft soil curing agent. Registration: Zhang Xianhong Tel: 18958055780 (WeChat with the same number); Business cooperation: Yao Weishao Tel: 19157839874 (WeChat with the same number)
