On June 22, the State Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development and the Ministry of Transport jointly issued Decree No.42. Since August 1, 2026, the Measures for Implementing the Minimum Proportion Target of Renewable Energy Consumption and the Weight System of Responsibility for Renewable Energy Power Consumption have been implemented .

The Measures specify that for energy-intensive industries, buildings, transportation and other energy users, the bottom line of renewable energy consumption should be set compulsorily, and two types of indicators should be assessed simultaneously: the minimum proportion of renewable energy electricity and the minimum proportion of renewable energy non-electricity consumption.

It is clear that the relevant enterprises in the key energy-using industries that have not fulfilled the target of the minimum proportion of renewable energy consumption shall be located by the provincial energy authorities in conjunction with the relevant industry authorities and the dispatched agencies of the State Energy Administration. To urge them to complete the supplement through green certificate trading or other market-oriented trading within three months of the publication of the indicators, and to report it to the competent energy department of the State Council in a timely manner; If it has not been completed within the time limit, the local provincial energy authorities, together with the relevant industry authorities and the dispatched agencies of the State Energy Administration, shall conduct interviews and notifications , and incorporate them into the credit records in accordance with the law and regulations .
