Article 12 The relevant administrative departments of urban and rural housing construction, transportation, forestry gardens, water affairs and comprehensive law enforcement of urban management shall, in accordance with the requirements of these Measures, formulate supervision and management measures for the use of comprehensive utilization products of construction waste in relevant construction projects within their functional jurisdiction, and implement them. 13 The relevant administrative departments of cities and districts, such as urban and rural housing construction, transportation, forestry gardens, water affairs and comprehensive law enforcement of urban management, shall vigorously support and encourage the use of comprehensive utilization products of construction waste in the projects under their jurisdiction, and may incorporate the application of comprehensive utilization products of construction waste into credit management. 14 These Measures shall be implemented as of the date of promulgation and shall be valid for 5 years. Construction projects that have signed construction contracts before the promulgation of these Measures shall be implemented in accordance with the original management requirements.
