The auction targets are three state-owned land use rights under the name of Chibi Zhongnan Cement Co., Ltd., together with above-ground buildings, structures and other ancillary facilities, special railway lines, machinery and equipment, electronic equipment, vehicles and engineering machinery, productive biological assets-seedlings and trees, and furniture assets.

Land use right: three state-owned land use rights under the name of Zhongnan Cement have obtained the State-owned Land Use Certificate in 2004, and the land use right certificate number is Chibi City Guoyong (2004) No.1753, 1754 and 1755. The certificate States that the land user is Chibi Zhongnan Cement Co., Ltd., the type of land use right is transfer, the land use purpose is industrial land, and the termination date of land use right is August 17, 2054; The total area of land use right recorded in the certificate is 571,170.05 square meters. In addition, on July 14, 2025, the Xianning Intermediate People's Court issued a civil ruling (2025) No.5, which accepted the bankruptcy liquidation application of Chibi Zhongnan Cement Co., Ltd. On the same day, it issued a ruling (2025) No.5 of E 12, which ruled that the case should be tried by the Chibi People's Court.
