They were fined 20000 yuan and 1126.18 million yuan respectively.
Ningxia Fuzheng Building Materials Co., Ltd. was fined 20,000 yuan
for unorganized emission of dust. Yinchuan Ecological Environment Bureau issued the Decision on Administrative Penalty (YHF [2026] No.019) on February 26, 2026 to investigate and punish the environmental violations of Ningxia Fuzheng Building Materials Co., Ltd.
After investigation, the company has leased the concrete mixing station, material yard and equipment of Ningxia Chenhui Concrete Industry since July 2025 to engage in the production and sale of commercial concrete. On November 10, 2025, the law enforcement inspection found that the cement feeding link of the enterprise did not implement the fine dust-proof measures such as centralized collection and treatment, the dust accumulation under the conveying pipe was obvious, the floating dust on the factory road was not cleaned and sprinkled in time, and the problem of unorganized dust pollution was prominent. In violation of the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Yinchuan Municipal Bureau of Ecology and Environment imposed a fine of 20000 yuan on the
above-mentioned acts, which is valid until February 26, 2027. At present, the penalty status is normal.
Rongxian Shengde Concrete: Solid waste piled in the open air was fined 112,600 yuan
. On February 27, 2026, Yulin Ecological Environment Bureau published Yuhuan (2) Penalty Word [2026] No.6 Penalty Decision. To punish Rongxian Shengde Concrete Co., Ltd. for illegal storage of industrial solid waste. On July 14,
2025, according to the on-site verification of mass reports, law enforcement officers confirmed that the company would stack industrial solid wastes such as cement sediment and waste concrete produced by cleaning equipment and vehicles in the open air in the valley yard beside the factory area, covering an area of about 200 square meters, with a stock of about 300 cubic meters and 720 tons. The storage yard is not hardened, the impermeable membrane is not laid, and there are no "three prevention" measures to prevent scattering, loss and leakage. After rainwater scouring, the sewage flows into the valley ditch, which does not conform to the Pollution Control Standard for Storage and Landfill of General Industrial Solid Wastes.
This act violates the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste. In view of the fact that the enterprise has completed the solid waste clearance, site greening and submitted the rectification report and apology commitment in the later period, the law enforcement department has reduced the fine by 40% according to law, and finally imposed a fine of 112618 yuan, and made clear the payment period, reconsideration and litigation rights.
