Recently, the 15th Five-Year Plan for Urban Renewal (Guofa [2026] 12) was officially issued by the State Council, which is the first top-level design of the national urban renewal project in China. There are several figures mentioned in it: in the next five years, 500,000 dilapidated houses in cities and towns, 115,000 old residential areas and 4,000 villages in cities will be renovated, and 770,000 kilometers of underground pipeline network will be built and renovated. Although there is no direct mention of cement in the plan, from the market point of view, this has brought a stable increment to the cement industry in the stock stage, which can alleviate the pressure of the decline in demand for traditional infrastructure and real estate.
However, it should be noted that this document emphasizes the simultaneous development of "retention, reform and demolition", focusing on renovation and upgrading, rather than large-scale demolition and construction. Therefore, the demand for cement will change from "mass concentration" to "decentralized, gradual and small batch". Selling cement in the future may no longer be a list of thousands of tons for big customers, but to serve more scattered municipal renovation and maintenance projects in old residential areas. Orders are broken, but they are more stable, because stock renewal is a long-term job, not a gust of wind.
From the perspective of industry structure, this is not a simple increase in cement demand, but a structural change. Demand for ordinary cement will continue to shrink, while high-performance special cement adapted to more subdivided scenarios, such as anti-leakage and corrosion-resistant cement needed for underground pipeline network construction and transformation, will become the main growth force. Enterprises with R & D capability, brand and good service will have more advantages.
Take Shaanxi Jinlong Cement Co., Ltd. for example, in the past, it mainly produced ordinary Portland cement, but the construction and transformation of underground pipeline network requires higher impermeability and corrosion resistance of cement. Although I am not a technician, and it is unrealistic to transform the production line to produce sulfate-resistant cement, the laboratory may be able to use the existing P. O 42.5 cement to do several groups of mixing ratio tests of sulfate-resistant concrete and waterproof concrete to see what admixtures to add and what ratio to find to meet the requirements of impermeability and corrosion resistance. This ultimately needs to be evaluated by professional and technical personnel according to the actual situation. The
plan also mentions revitalizing the stock of land and promoting the transformation and upgrading of old factories, which implies that the concentration of the industry will be further improved in the future, and small scattered enterprises may be eliminated. For Shaanxi Jinlong, I think the layout should be adjusted in advance: in terms of products, the technical and sales departments should find out the specific demand parameters for special cement and low-carbon cement in Ankang's urban renewal special planning as soon as possible, first conduct small-scale trial production, and then gradually expand production after passing the project testing and certification; In terms of sales, in the past, the factory used the mode of direct sales plus sub-area contracting by distributors, mainly following the large construction sites. However, urban renewal is to renovate old residential areas, repair pipe networks, demolish and renovate dangerous buildings, scattered in various towns and streets, orders are more dispersed, distribution costs are high, and sales models may need to be adjusted accordingly. In terms of production, we encourage the transformation and upgrading of old factories through planning, actively declare green and low-carbon renovation projects, optimize production lines, reduce costs and carbon, and actively respond to national policies.
Generally speaking, the promulgation of the "Fifteenth Five-Year Plan for Urban Renewal" has provided the cement industry with a market space of over trillion stock transformation. Hope that Shaanxi Jinlong can achieve sales promotion, and also hope that the whole industry can stop the vicious price war, and do a good job in quality and service.
