Among them, "18 days" is the baseline task, and "X days" will be organized by the Provincial Cement Association in the middle and late July to determine whether additional days are needed, depending on the factors such as the production and marketing inventory of enterprises in the whole province and the relationship between supply and demand in the market. Enterprises that still have some days in arrears before are required to make up for them in accordance with relevant regulations. Enterprises are encouraged to stop as far as possible when carrying out the monthly off-peak production tasks.
The specific task requirements are as follows:
1. In July 2026, the number of days of off-peak production and kiln shutdown for each clinker production line is "18 + X" days. 2. All cement member units are requested to fill in the plan according to the format of "Sichuan Cement Enterprises Staggered Kiln Shutdown Time Commitment", and submit the production plan for July 2026 before 17:00 on July 3, 2026. 3. Implement monthly and quarterly settlement for the completion results of peak-shifting production tasks. Verification and settlement shall be carried out monthly according to the online monitoring data of the competent department of ecological environment at the provincial level. The overfulfilled task of the current month can be used to offset the plan of the next month, and the overdue plan of the current month must be made up in the next month. The off-peak production of the quarter shall be liquidated once every quarter, and the completion of the off-peak production task can span months but not seasons.
