of the Measures for

the Implementation of the Responsibility Weight System for Renewable

Energy Power Consumption is to guide the whole society to give priority to the use and active consumption of renewable energy. These Measures are formulated in accordance with the Energy Law of the People's Republic of China and the Renewable Energy Law of the People's Republic of China to establish a target system for the minimum proportion of renewable energy consumption and improve the guarantee mechanism for the consumption of renewable energy power. Article

2 These Measures shall apply to the formulation, monitoring and assessment of the minimum proportion target of renewable energy consumption for energy users and the weight of responsibility for renewable energy power consumption in provincial administrative regions. Article

3 The competent department of energy under the State Council shall, in conjunction with the relevant departments of industry and information technology, housing, urban and rural construction and transportation under the State Council, formulate the minimum proportion target of renewable energy consumption and the responsibility weight of renewable energy power consumption and organize its implementation. Under the leadership of provincial Party committees and governments, provincial energy authorities shall organize and implement them in conjunction with relevant departments. Chapter

II Target

of Minimum Proportion of Renewable Energy Consumption Article 4 The minimum proportion of renewable energy consumption refers to the minimum proportion of renewable energy consumed by energy users in their total energy consumption as stipulated by the State. The minimum proportion target of renewable energy consumption is divided into the minimum proportion target of renewable energy electricity consumption and the minimum proportion target of non-electricity consumption, in which the minimum proportion target of electricity consumption includes all types of renewable energy generation; The minimum proportion target of non-electricity consumption includes renewable energy heating (refrigeration), comprehensive utilization of renewable energy to produce hydrogen, ammonia and alcohol, and non-electricity utilization of renewable energy such as biofuels. Article

5 The competent department of energy under the State Council shall, in conjunction with the relevant departments, determine the key energy-using industries, specify the minimum proportion target and transition period of renewable energy power consumption, and conduct monitoring, evaluation and assessment. The scope of relevant industries shall be defined annually in accordance with the relevant requirements and work progress of energy conservation and carbon reduction in their respective fields. The competent energy department

under the State Council shall, in conjunction with relevant departments, coordinate the development of renewable energy non-electric utilization industry and the construction of statistical accounting system, timely define the minimum proportion target and transitional period of renewable energy non-electric consumption in key energy-using industries, and conduct monitoring, evaluation and assessment, so as to ensure that renewable energy non-electric consumption in key energy-using industries can be achieved. The types of non-electricity utilization and the scope of related industries are defined annually in combination with the relevant requirements and work progress of energy conservation and carbon reduction in their respective fields.

The state supports relevant enterprises in key energy-consuming industries to further increase the proportion of renewable energy consumption on the basis of the specified minimum proportion of renewable energy consumption; and encourages qualified regions to propose the minimum proportion of renewable energy consumption for government departments, institutions and state-owned enterprises. Article

6 The competent department of energy under the State Council shall issue the minimum proportion target of renewable energy power consumption and the minimum proportion target of non-electricity consumption in key energy-using industries annually. Under the leadership of provincial Party committees and governments, provincial energy authorities shall organize and implement them in conjunction with relevant industry authorities. Article

7 The target of minimum proportion of renewable energy power consumption in key energy-using industries can be achieved by means of self-use of renewable energy power, direct connection of green power, green certificate and green power transaction (transfer), etc; The minimum proportion of non-electric consumption of renewable energy can be achieved through the comprehensive utilization of renewable energy for heating (cooling), renewable energy for hydrogen, ammonia and alcohol, and non-electric utilization of biomass energy.

Key energy-using industries should implement relevant national industry planning and policy requirements, adhere to local conditions, standardize and orderly, and choose appropriate ways to improve the level of renewable energy consumption. Article

8 The completion of the target of the minimum proportion of renewable energy power consumption shall be accounted for by using the renewable energy green power certificate corresponding to the annual production of electricity as the basic voucher, which shall be implemented in accordance with the relevant provisions of the national non-fossil energy power consumption accounting. The competent department of energy at the provincial level shall, in conjunction with the competent departments of relevant industries, organize relevant institutions to do a good job in the statistical accounting of the completion of the target of the minimum proportion of non-electric consumption of renewable energy in key energy-consuming industries in the region. 9 The competent department of energy under the State Council shall be responsible for the statistics of the transaction and cancellation of renewable energy green power certificates. Chapter

III Weight

of Responsibility for Power Consumption of Renewable Energy Article 10 Weight of Responsibility for Power Consumption of Renewable Energy refers to the proportion of renewable energy consumed by provincial administrative regions to the total electricity consumption of the whole society in the region as stipulated by the State. It can be divided into two categories: total renewable energy power consumption responsibility weight and non-hydropower consumption responsibility weight. The total consumption responsibility weight includes all renewable energy power generation types; the non-hydropower consumption responsibility weight includes other renewable energy power generation types except hydropower. Article

11 The competent energy department under the State Council shall organize a unified calculation of the weight of renewable energy power consumption responsibility in each provincial administrative region, establish a sub-regional weight growth mechanism, strengthen the guidance of the weight of medium- and long-term consumption responsibility, and do a good job of linking up with the utilization rate of new energy in each province. Weight growth indicators are set for each province according to different regions and issued annually. Article

12 The competent energy departments at the provincial level shall, under the leadership of the Party committees and governments at the provincial level, take the lead in assuming the responsibility for the implementation of the absorption, and, in conjunction with the economic operation management departments and the local agencies of the State Energy Administration, organize the formulation of the implementation plan for the absorption of renewable energy power in the provincial administrative regions, so as to ensure the high-quality absorption of new energy. The implementation plan of provincial renewable energy power consumption shall be implemented after being submitted to the provincial people's government for approval. Article

13 Power grid enterprises shall closely cooperate with provincial energy authorities to effectively implement the responsibility of consumption, increase investment in power grid construction, and organize the main bodies responsible for the consumption of renewable energy in the operating area to complete the consumption of renewable energy according to the implementation plan of renewable energy power consumption. Article

14 Power supply enterprises, power selling enterprises, relevant power users and enterprises using self-owned power plants shall assume the responsibility of absorbing renewable energy power, cooperate with the absorption of renewable energy power, and enhance the absorption capacity of renewable energy. The

fifteenth electric power trading institutions are responsible for organizing and carrying out renewable energy power related transactions. Beijing, Guangzhou and Inner Mongolia Electric Power Trading Centers shall regularly submit data and information on trans-provincial and trans-regional renewable energy power transactions and green certificate and green power transactions to the competent energy authorities of the State Council according to their duties; each provincial electric power trading center shall regularly submit information on green certificate and green power transactions within the province to the competent energy authorities at the provincial level and the dispatched offices of the National Energy Administration. Power trading institutions shall timely disclose relevant information such as renewable energy power trading and green certificate green power trading to the subjects responsible for consumption. Article

16 The completion of the weight of responsibility for the consumption of renewable energy power in each provincial administrative region shall be accounted for by the actual consumption of renewable energy power. See Annex 2 for the accounting method. The competent energy departments at the

provincial level shall promote the power grid enterprises and the main bodies responsible for the consumption of renewable energy power to complete the weight of the responsibility for the consumption of renewable energy power through the actual consumption of electricity, and supplement the green certificates corresponding to the annual production of electricity that cannot be completed through the purchase of assessment. Article

17 Power grid enterprises and power trading institutions shall be responsible for the statistical monitoring of renewable energy power consumption in provincial administrative regions (including inter-provincial and inter-regional renewable energy trading). Article

18 For natural causes (including extreme abnormalities of renewable energy resources) or major accidents that result in a significant reduction in renewable energy generation or a restriction on its delivery, the competent energy department under the State Council shall, after organizing a third-party assessment. When assessing the weight of responsibility for renewable energy power consumption in relevant provincial administrative regions, it shall be reduced accordingly.Chapter

IV Assessment, Rewards and Punishments, Monitoring and Supervision

Article 19 The competent energy department under the State Council shall, in conjunction with the relevant departments, Third-party organizations are entrusted to monitor and publish quarterly the implementation of the minimum proportion target of renewable energy consumption in key energy-using industries and the responsibility weight of renewable energy power consumption in provincial administrative regions. 20 The competent department of energy under the State Council shall organize and publish the annual assessment of the minimum proportion target of renewable energy consumption in key energy-using industries and the completion of the responsibility weight of renewable energy power consumption in provi ncial administrative regions. The competent department of

energy at the provincial level, together with the competent departments of relevant industries, shall regularly submit to the competent department of energy under the State Council the target of the minimum proportion of renewable energy consumption in key energy-consuming industries in the administrative region at the provincial level in the previous year and the completion of the weight of responsibility for the consumption of renewable energy power, and copy it to the local agency of the National Energy Administration. Provinces shall not restrict the participation of new energy in inter-provincial electricity market transactions or inter-provincial green certificate transactions. Article

21 The dispatched agencies of the State Energy Administration are entrusted by the competent energy department under the State Council to carry out relevant supervision work, strengthen the supervision of the minimum proportion target of renewable energy consumption and the completion of the responsibility weight of renewable energy power consumption, and timely report the major problems found in the process of supervision. Article

22 Enterprises in key energy-using industries that have not fulfilled the target of the minimum proportion of renewable energy consumption shall be subject to the local provincial energy authorities in conjunction with the relevant industry authorities and the dispatched agencies of the State Energy Administration. Supervise and urge them to complete the supplement through green certificate trading or other market-oriented trading methods within three months after the announcement of the indicators, and report to the competent energy department of the State Council in a timely manner; if the supplement is not completed within the time limit, the competent energy department at the provincial level in the locality, together with the competent departments of relevant industries and the dispatched offices of the National Energy Administration, shall interview and notify them, and incorporate them into the credit records in accordance with the law and regulations, so as to strengthen the key supervision. Provinces (autonomous regions and municipalities directly under the Central Government) that

have not completed the weight index of renewable energy power consumption responsibility can be supplemented by green certificate trading within three months of the publication of the index, and further put forward measures to promote renewable energy consumption, such as system regulation capacity building, power grid construction, market price mechanism, and so on. In addition, it shall be linked up with the price settlement mechanism for sustainable development of new energy, and the relevant information shall be reported to the competent department of energy of the State Council in a timely manner; if it is not completed within the time limit, the National Development and Reform Commission and the National Energy Administration shall interview the competent department of energy at the provincial level in the region and notify it, and at the same time, it shall be transferred to the next year, and the weight index in the last year of the five-year planning period shall not be transferred. Relevant enterprises in key energy-consuming industries and provinces (autonomous regions and municipalities directly under the Central Government) with outstanding achievement of the target of minimum proportion of renewable

energy consumption and outstanding achievement of the weight index of renewable energy power consumption responsibility shall be notified and praised by the competent energy department of the State Council in conjunction with relevant departments, giving priority to relevant policy support. Article

23 The minimum proportion target of renewable energy consumption and the completion of the weight system of renewable energy power consumption responsibility shall be included in the relevant evaluation and assessment indicators in accordance with the relevant provisions of the State. Chapter

V Supplementary Provisions

Article 24 These Measures shall be interpreted by the State Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing, Urban and Rural Construction and the Ministry of Transport. Article

25 These Measures shall come into force on August 1, 2026.

Annex 1 Accounting Method

for the Completion of the Minimum Proportion Target of Renewable Energy Non-electricity Consumption This method is issued together with the Implementation Measures for the Minimum Proportion Target of Renewable Energy Consumption and the Weight System of Renewable Energy Power Consumption Responsibility as the basic method for the accounting of the completion of the Minimum Proportion Target of Renewable Energy Non-electricity Consumption.

One、 Accounting method

2. Non-electric energy produced and consumed by renewable energy heating (refrigeration) accounting

enterprises includes heat produced by solar thermal utilization, geothermal utilization, biofuel combustion, renewable energy electric heating (refrigeration), etc. (Or cold produced by renewable energy refrigeration). Among them, solar thermal utilization and geothermal utilization are preferred to use heat metering statistics, and other energy conversion methods can be used for statistics without heat metering statistics conditions. The total non-electric energy of an

enterprise is the total energy consumed by the enterprise for heating (cooling).

3. Accounting

for comprehensive utilization of renewable energy to produce hydrogen, ammonia and alcohol (1) Renewable energy to produce hydrogen, ammonia and alcohol and other raw materials utilization

enterprises produce and consume, purchase and consume renewable energy non-electric utilization energy, including the energy consumption corresponding to the utilization of raw materials such as renewable energy to produce hydrogen, ammonia and alcohol. enterprise includes the energy consumption corresponding to the utilization of all raw materials.

(2) The non-electric utilization energy of renewable energy produced and consumed, purchased and consumed by comprehensive fuel utilization

Annex 2 Determination and Accounting Method

of Renewable Energy Power Consumption Responsibility Weight This method is issued with the Implementation Measures of the Minimum Proportion Target of Renewable Energy Consumption and the Renewable Energy Power Consumption Responsibility Weight System. It is the basic method for the weight accounting of the responsibility of renewable energy power consumption in provincial administrative regions and the accounting of the main body's consumption of renewable energy power consumption.

For the Beijing-Tianjin-Hebei region (Beijing, Tianjin, Northern Hebei and Southern Hebei Power Grid), the power generation of centralized renewable energy power generation projects, the power generation of distributed renewable energy power generation projects participating in market transactions, and the net input of renewable energy outside the region are all included in the provincial administrative regions according to the actual transaction contracts (including power generation rights transactions); The power generation of distributed renewable energy power generation projects accessed in the region without participating in market transactions shall be included in the provincial administrative regions respectively.

When the provincial administrative region fails to complete the weight index of renewable energy power consumption responsibility issued in that year, it can be supplemented through the green certificate transaction, and deducted synchronously when the provincial administrative region that sells the green certificate accounts for the weight of consumption responsibility. Each power trading institution shall timely provide information on the number of green certificates that can be sold beyond the weight index of renewable energy power consumption responsibility to the provinces where green certificates are sold, and assist in the completion of green certificate trading and accounting.
