aggregate target. In 2030, the total consumption of renewable energy will reach about 1.8 billion tons of standard coal.

Power generation target. In 2030, the total installed capacity of renewable energy power generation will reach about 3.5 billion kilowatts, and the annual power generation will reach about 6 trillion kilowatt hours; the total installed capacity of wind power and solar power generation will reach more than 2.8 billion kilowatts, accounting for more than 50% of the total installed capacity, and the annual power generation will reach more than 4 trillion kilowatt hours, accounting for 30% of the total power generation.

Non-electric utilization target. In 2030, the total scale of non-electric utilization of renewable energy will increase by 1.5 times compared with 2025, which is equivalent to about 1.

Reliable substitution target. In 2030, the average confidence output of wind power and photovoltaic power (including source-side energy storage) in China will reach 8% (about 11% for wind power and about 6% for photovoltaic power), and the proportion of wind power and photovoltaic power (including source-side energy storage) in summer and winter evening peak will reach more than 20%, an increase of about 10 percentage points. Promote the integrated development of distributed new energy and industry and commerce. In industrial parks, economic development zones, coal, oil and gas mining areas, resource-based cities and surrounding industrial and commercial agglomeration areas, we will actively promote the development of distributed photovoltaic and decentralized wind power. Speed up the construction of industrial green micro-grid.

Promote the integration of distributed new energy and traffic scenarios. We will encourage the integrated development of distributed new energy sources along transport infrastructure and surrounding energy-using facilities, and build a number of "zero-carbon highways.". We will actively apply technologies such as flexible convergence access and vehicle-network interaction to expand the space for the development and utilization of distributed new energy sources.

Strengthen the integrated development and comprehensive utilization of distributed photovoltaic in the building field. We will carry out pilot projects of photovoltaic integration in new public buildings, promote research and development of building photovoltaic integration products, and promote the integration of photovoltaic industry and buildings. Support willing and qualified residents to use their own houses and courtyards to build distributed photovoltaics. Combined with distributed energy storage and charging piles, the level of building photovoltaic self-absorption is improved, and the level of building photovoltaic safety and appearance is improved.

Accelerate the integration of distributed new energy and agriculture. We will further promote the action of controlling the wind in thousands of villages and thousands of households, and build village-level photovoltaic power stations according to local conditions.

of biomass, solar thermal and marine power generation, and vigorously promote the transformation and upgrading of biomass power generation. Promote biomass power generation according to local conditions to enhance the added value of heating. We will encourage the integrated development of biomass power plants with wind power and photovoltaic power, and actively expand the application of biomass power generation in new formats such as direct connection of green power.

Actively promote the large-scale development of photothermal power generation. Photothermal power generation should be rationally allocated in large-scale wind power and photovoltaic bases. A number of large-capacity photothermal power stations will be built in Qinghai, Xinjiang, Gansu, Inner Mongolia and Xizang. Promote the coordinated layout of photothermal power generation and industry, and explore new formats such as green power direct connection based on photothermal power generation. Explore the construction of small photothermal power generation system according to local conditions. By 2030, the installed capacity of photothermal power generation in China will strive to reach 15 million kilowatts.

We will accelerate the large-scale development and utilization of marine energy. Promote the large-scale utilization of ocean energy such as tidal current energy, wave energy and temperature difference energy according to local conditions, and continue to expand the pilot projects. Promote the complementary development of marine energy and guide the integration of marine energy and related marine projects. By 2030, the installed capacity of marine energy in China will strive to reach 400000 kilowatts.

3. Accelerate the improvement of reliable substitution capacity

of renewable energy power, adhere to the concept of system, coordinate new construction and stock transformation, promote multi-source complementary development, strengthen the coordinated operation of source and storage, guide the two-way matching of source and load, and enhance the reliable substitution capacity of renewable energy power.

(1) Improve the friendly performance

of wind and solar power stations, speed up the construction of system-friendly wind and solar power stations, focus on improving reliable peak power generation capacity, and enhance the support of new energy for the safe and stable operation of power systems. By 2030, the confidence output of new centralized wind and solar power stations should not be less than 10% in principle, and more than 20% of qualified projects should be encouraged. Promote the improvement of the friendly performance of the existing wind and solar power station system. We will steadily and orderly promote the network-related performance transformation of new energy projects in stock that have been included in the scope of network-related security management.

(2) Promote the development

of new energy multi-energy integration, scientifically promote the construction of wind power and photovoltaic power generation in the same field or nearby layout, share power transmission and transformation facilities inside and outside the field, and implement joint power forecasting and integrated operation. Promote the coordinated construction and operation of photothermal power generation, biomass power generation and wind power photovoltaic.

Promote the coordinated development of pumped storage and clean energy. We will encourage the development of new forms of "pumped storage + new energy" and "pumped storage + nuclear power". In the Southwest Water, Wind and Solar Integration Base and the "Three North" Wind Power and Photovoltaic Base, pumped storage power stations serving specific power sources are scientifically planned and constructed. In the load center area, we should explore the development of small and medium-sized pumped storage power stations combined with distributed generation and balanced regulation in the distribution network system.

4. Strive to promote breakthroughs

in the non-electric utilization of renewable energy, combine renewable energy resources with green low-carbon alternative demand such as fuel, raw materials and heat on the consumption side, and promote new breakthroughs in the non-electric utilization mode and scale of renewable energy.

(1) Scientific layout and development of green hydrogen, ammonia

and alcohol, overall planning of wind and solar resources, carbon sources, water sources and other elements, combined with infrastructure construction such as transportation, filling and transshipment, planning and layout of green hydrogen, ammonia and alcohol production bases according to local conditions. According to

the market demand, the integrated project of wind, solar, hydrogen, ammonia and alcohol will be built. Encourage the development of weak networking and off-grid mode of wind and solar hydrogen production. We will accelerate the construction of a green hydrogen, ammonia and alcohol storage and transportation system, and strengthen the construction of green fuel filling and transshipment infrastructure in key regional ports and airports.

(2) Actively promote wind and solar heating

to meet the heat demand in the industrial field, rationally allocate heat collection and heat storage systems, optimize the production process of the heating industry, and achieve a high proportion of wind and solar heating. Actively and orderly promote the central heating mode of "wind and solar + thermal storage electric boiler" in residential areas, and encourage the application of high-efficiency heating (refrigeration) technologies such as distributed new energy coupling electric heat pump in parks and large buildings. Explore the coupling application of new energy heating and heat storage technology, and promote the joint optimal operation of new energy and building thermal system.

(3) Promote the diversified and efficient utilization

of biomass energy according to local conditions and promote the application of biomass heating. Promote the application of straw bundling direct combustion, biomass solid briquette fuel and other heating and heating according to local conditions. Large and medium-sized, high-efficiency biomass boilers are used for central heating, and ultra-low emission levels are encouraged. Support the promotion and application of biomass solid briquette fuel stoves in remote rural areas outside the key areas of air pollution prevention and control.

Promote the industrialization of bio-natural gas. We will promote the planning and construction of bio-natural gas projects in areas with abundant agricultural and forestry wastes and developed cultivation and breeding industries, and build bio-natural gas projects for kitchen waste relying on the urban waste classification system. Explore the establishment of bio-natural gas production, transmission and distribution system in areas where conditions permit.

Steadily develop non-grain bio-liquid fuels. Develop biodiesel, non-grain fuel ethanol and bio-aviation kerosene according to local conditions, improve raw material supply and industrial standard system, and promote alternative applications in the field of transportation.

(4) Accelerate the promotion of geothermal energy heating (refrigeration)

and strengthen the exploration and evaluation of geothermal resources in key areas.Actively promote the application of geothermal energy for heating (cooling), strengthen the cluster utilization of shallow geothermal energy, promote the centralized development and cascade utilization of deep geothermal energy in areas rich in geothermal resources, and minimize the interference to underground soil, rock strata and water bodies.

(1) Implement the target

of minimum proportion of renewable energy consumption and implement key energy-using industries The minimum proportion target of renewable energy power consumption will gradually expand the scope of compulsory renewable energy power consumption industries. in the whole society and enrich renewable energy consumption services. Encourage energy supply enterprises to provide diversified renewable energy consumption services or products. We will actively promote the certification of green electricity consumption and study the evaluation of non-electricity consumption of renewable energy. We will support the establishment of green certificate and green electricity service centers in various places, and study the introduction of green electricity packages for residents.

Encourage the voluntary consumption of renewable energy. Public institutions are encouraged to prioritize the use of renewable energy. Support key energy-using industries to further increase the proportion of renewable energy consumption. Leading enterprises and multinational corporations are encouraged to build green industrial chains and supply chains. Renewable energy consumption will be included in enterprise information disclosure. Large-scale mass activities are encouraged to consume 100% renewable energy.

(3) Vigorously implement the action

of renewable energy substitution, vigorously implement the action of renewable energy substitution, accelerate the cultivation of new scenarios, new models and new formats, and enhance the level of renewable energy consumption in key energy-using areas.

Promote the upgrading of rural energy infrastructure. Establish a long-term development mechanism for rural power grids, build new rural power grids, and comprehensively enhance the carrying capacity of new energy sources and power supply guarantee capacity. We will actively support the construction of renewable energy heating (refrigeration) facilities and heat and cold storage facilities in rural areas to meet the diverse green energy needs of rural areas.

Promote the innovation and application of renewable energy engineering technology, accelerate the application of artificial intelligence technology, and promote the iterative upgrading of industry.

of new energy power stations, improve the supply level of new energy meteorological forecast and the accuracy of power forecast, and enhance the performance ability of electricity market transactions. Artificial intelligence and other technologies should be applied to enhance the decision-making ability of new energy to participate in the electricity market. 7. Improve the policy system and long-term mechanism

for high-quality development of renewable energy, adhere to the combination of effective market and promising government, and improve the policy system and long-term mechanism for renewable energy development.

(1) Improve the laws and regulations

on the development of renewable energy, do a good job in revising the renewable energy law, focus on key links and improve the system design, so as to provide a strong legal guarantee for the high-quality development of renewable energy. Publicize and implement the Renewable Energy Law.

Improve the management mechanism of renewable energy development and construction. We will improve the management system for investment approval (filing) of renewable energy projects, and support qualified distributed energy integration projects and integrated energy projects with new energy as the main body to go through administrative licensing or filing procedures as a whole. We will encourage private capital to participate in the investment of large bases, and improve the management mechanism for the planning and construction of offshore wind power, water and wind integrated bases. Strengthen the supervision and management of renewable energy industry. We will strengthen supervision over the planning and construction of renewable energy, grid-connected consumption, and transaction scheduling. We will improve the management mechanism for the safe production of renewable energy, and strengthen the risk assessment and early warning management and control of major construction projects. Power grid enterprises buy back the self-built grid connection projects of renewable energy enterprises according to the requirements, and provide grid connection services fairly and without discrimination.

(3) Improve the market-oriented development mechanism

of renewable energy and improve the electricity market mechanism adapted to the high proportion of new energy development. Construct a power market system adapted to the full entry of new energy into the market. We will improve the inter-provincial and inter-regional electricity trading system. Promote the overall participation of large bases in electricity market transactions. Optimize the centralized new energy quotation method and support the joint quotation of qualified new energy projects. Distributed new energy is encouraged to participate in electricity market transactions as a whole through aggregation, and to bear the cost of system regulation reasonably. Improve the price formation mechanism to promote the high-quality development of renewable energy. Improve the price settlement mechanism for sustainable development of new energy. Study the cost dredging mechanism of offshore wind power transmission project. We will improve the capacity pricing mechanism for regulatory resources such as pumped storage and new energy storage, and establish a reliable capacity compensation mechanism in an orderly manner.

Improve the green certificate and green electricity trading mechanism. We will improve the unified national green certificate issuance and trading system, and promote the construction of medium and long-term green certificate trading and multi-time-scale green electricity trading policy. We will encourage cross-provincial and cross-regional green power trading and promote the aggregation of distributed new energy sources to participate in green power trading. We will improve the price formation mechanism of green certificates and issue the price index of green certificates. Promote the convergence of electricity, carbon and certification.

(4) Strengthen the guarantee

of renewable energy development factors and strengthen the guarantee of land use, sea resources and other factors.We will carry out a national survey of wind power and photovoltaic resources, and promote the construction of an observation network and a database of exploitable resources. To study and formulate a policy of space composite utilization adapted to the characteristics of new energy sources, and to incorporate the space utilization needs of major renewable energy projects into the "one map" of natural resources management and territorial spatial planning. 8. Deepening high-level international cooperation

in renewable energy, giving full play to the advantages of China's renewable energy industry and serving the diplomatic role of major countries, continuing to promote international cooperation in renewable energy, and contributing to the green and low-carbon transformation of global energy.

(1) Promote renewable energy projects and industrial cooperation

, continue to deepen international cooperation in green energy, strengthen coordination in investment and development, engineering construction and equipment manufacturing, and implement a number of major green energy projects with other SCO countries, such as "10 million kilowatts photovoltaic" and "10 million kilowatts wind power", with high quality. of global green and low-carbon development, rely on bilateral and multilateral cooperation mechanisms, and strengthen docking with relevant countries and regions in laws and regulations, market access, technical standards, investment policies and trade rules. 9. Strengthen the organization and implementation

of planning, adhere to and strengthen the overall leadership of the Party, and improve the planning guidance and restraint mechanism for renewable energy development. We will improve the consultation and coordination mechanism for energy planning and ensure the implementation of key planning tasks and major projects. Strengthen the coordination of departments, clarify the main body of responsibility, progress requirements and assessment mechanism. Strengthen the supervision of the implementation of the plan, and insist on dynamic monitoring, mid-term evaluation and summary evaluation of the implementation of the plan.
