II. Key Construction Directions
The micro-energy network for villages and towns shall be constructed in villages or towns, with the acceptance capacity of various energy sources and strong self-balancing capacity, adhering to the simultaneous development of electricity and non-electricity, and the coordinated development of multi-energy. (1) Micro-energy networks (clusters) in villages and towns that mainly meet the energy needs of rural production and living In villages and towns with abundant renewable energy resources and certain energy needs, public welfare micro-energy networks and interconnected micro-energy networks with green power utilization as the core and synchronous development of non-electric renewable energy utilization are constructed. In terms of electric power, power grid enterprises should be supported to carry out resource aggregation management of new energy and load, with the core of ensuring green production and living energy in rural areas, and unified layout, construction, operation and maintenance of new energy and energy storage facilities. During the peak period of power consumption, the concentration of new energy output and the difficult period of consumption, appropriate economic incentives should be taken to guide users to dynamically adjust the timing of power consumption, promote the local consumption of new energy generation, and enhance the self-balancing and self-supporting capabilities of power supply. Strengthen the overall planning of micro-energy network, steadily improve the level of electrification substitution of energy-using terminals, promote the integrated development of new energy and agricultural production, provide new energy vehicles and electric agricultural vehicles charging services, explore the development of new energy vehicles, large-scale agricultural machinery and network interaction, and serve the diversified electricity demand in rural areas. In terms of non-electricity, we will innovate the mode of leasing and benefit-sharing of resources such as roofs and idle land, promote solar energy, air energy, geothermal energy, agricultural and forestry wastes, wind and solar heating technologies in residential areas, and provide customized renewable energy heating and refrigeration services. Encourage qualified villages and towns to promote biogas utilization, biogas development and access to gas pipeline network, and promote clean energy substitution in agricultural production, agricultural products processing, cold chain storage and other fields. Such pilot projects adhere to public welfare attributes, under the leadership of provincial energy authorities, are planned and implemented by power grid enterprises, and power generation enterprises and integrated energy service enterprises are encouraged to participate in the construction of pilot projects in accordance with market mechanism. After the completion of the pilot project, the minimum proportion of renewable energy consumption should not be less than 50%, and the proportion of self-generated electricity consumption of new energy in the total available electricity generation should not be less than 40%. Power grid enterprises calculate and compare the economic factors of micro-energy network construction and operation investment, energy supply cost and other projects annually, and submit them together at the end of the pilot project. (2) In the industrial and commercial load concentration areas such as township industrial parks, large-scale agricultural bases, characteristic cultural and tourism villages and towns, the integrated micro-energy network , which mainly meets the energy needs of industry and commerce in villages and towns, will build an efficient integrated energy system with complementary energy of "electricity, heat, steam, cold and gas" in a market-oriented way. On the power side, we should strengthen the matching and docking with the surrounding renewable energy generation resources, promote the integrated development of new energy and industry, new agricultural facilities and tourism industry, make full use of the roof of factory buildings, parking lots and other resources to promote the large-scale development of distributed photovoltaic and decentralized wind power, and encourage relying on biomass power generation with supporting and regulating capabilities. Scientific allocation of energy storage facilities, strengthening the coordinated control and management of source, network, load and storage, strengthening the matching of load and power generation output, gradually improving the level of local consumption of new energy, and achieving clean and reliable power supply. On the non-electric side, in view of the demand for industrial and commercial energy, clean resources such as biomass energy, geothermal energy, air energy and industrial waste heat, residual pressure and residual gas should be developed according to local conditions, and the application of clean heating technologies such as industrial electric boilers, electric heat pumps and concentrating heat collection should be accelerated to replace coal-fired and gas-fired boilers in an orderly manner, so as to establish a heating, steam supply and refrigeration system based on clean energy. We will promote the electrification of transportation and operating vehicles, and actively develop and utilize green fuels such as green hydrogen ammonia alcohol, bio-natural gas and biomass solid briquette fuel. The integrated micro-energy network can be invested by internal entities or by third-party organizations (excluding central power grid enterprises and Inner Mongolia Electric Power Group), and constructed and operated in accordance with the new business entity model, in which the voltage level of the power system should be 110 kilovolts or less, and the installed capacity of the system should not exceed 50 megawatts. For the pilot project of integrated micro-energy network with stock load as the main part, the construction should be carried out on the basis of existing power grid facilities to avoid duplication of investment, and the related costs should be determined by the main body of the pilot project and the power grid enterprises through consultation, and the relevant provisions of the local government should be followed; Encouraging the aggregation of new energy, energy storage, charging infrastructure and load within the pilot project into (3) Renewable energy independent power systems (smart microgrids) in remote areas and emergency microgrids in areas with frequent natural disasters are not covered by large power grids and the power supply capacity at the end of the grid is insufficient. Emergency microgrid, according to the principle of "combination of normal and emergency", should be built in areas prone to frequent natural disasters according to local conditions. It should have the ability of fast and smooth switching, black start, voltage and frequency stability support, and be equipped with necessary energy storage and diesel generator sets. Under the daily operation state, the new energy and power grid operate according to the existing mechanism. When the power supply of the superior power grid stops due to emergencies, it can quickly turn to the off-grid operation mode. The power dispatching organization unifies the arrangement of the operation mode to achieve rapid power recovery and ensure the basic power consumption of important loads and residents. Renewable energy independent power systems (smart microgrids) and emergency microgrids in remote areas are not managed as new business entities. The renewable energy independent power system is a necessary extension and supplement of the large power grid and an integral part of the public power grid. On the basis of fully demonstrating the feasibility of the project construction and comparing the economy of the conventional power grid extension coverage scheme, it is invested and constructed by the power grid enterprises. Provincial energy authorities should link up with the direction of "wind, solar and storage complementary smart micro-grid" in the areas not covered by the large power grid in the pilot project of improving the construction capacity of the new power system, coordinate various support channels, determine the pilot scheme according to local conditions, and ensure the people's livelihood power supply. Emergency microgrid new energy projects are developed and constructed in accordance with the market-oriented mechanism, and power grid construction and transformation, energy storage and energy management, power system operation and safety control projects serving emergency support are invested and constructed by power grid enterprises. 3. Working procedures and requirements (1) Program preparation. The pilot work is carried out in accordance with the principle of "government guidance, power grid leadership and participation of all parties". Provincial energy authorities, together with power grid enterprises, voluntarily organize and optimize eligible areas, scientifically coordinate energy supply and demand, rationally determine the scale of new energy and supporting resources for pilot projects, select construction direction according to local conditions and formulate implementation plans for pilot projects. The implementation plan, including but not limited to the basic information of the project location, construction objectives, construction contents and key tasks, operation mode, operation subject and mode, shall be submitted to the National Energy Administration (Department of New and Renewable Energy) before the end of August 2026. The competent energy departments of provinces (autonomous regions and municipalities) may submit up to two pilot projects in different directions, and the pilot projects that have been declared for zero-carbon parks and the improvement of the construction capacity of new power systems shall not be declared repeatedly. (2) Program evaluation. The National Energy Administration organizes the evaluation of the implementation plan. After evaluation, pilot projects with construction conditions will be published by the State Energy Administration to carry out project construction. The number of projects in each category included in the national pilot scope shall not exceed 20, and all localities shall not expand the scope of the pilot without authorization or implement the pilot policy outside the scope of the pilot without authorization. (3) Project implementation. After the pilot project is determined, the provincial energy authorities shall arrange the scale of supporting new energy for the pilot project within the upper limit of the scale of new grid-connected new energy determined according to the target of new energy utilization, guide the main body of construction and operation of the pilot project and the power grid enterprises to coordinate the load and supporting new energy, adjust the timing of resource development and construction, and rationally arrange the pace of project construction. The main body of pilot project construction and operation should strictly carry out construction in accordance with the implementation plan, earnestly fulfill the main responsibility, complete the construction task in time, and ensure the bottom line of supply safety. Projects that are not promoted effectively will be removed from the pilot list. 4. Organizational guarantee insists on pilot, summary and promotion at the same time, dynamically improves the pilot construction plan, timely combs and summarizes advanced experience and mature models, and timely promotes after evaluation. Provincial energy authorities are encouraged to increase support, optimize the project approval process, strengthen the guarantee of project elements, and create a policy environment conducive to the implementation of pilot projects. Power grid enterprises should coordinate the whole process of pilot construction, provide technical guidance and grid-connected services, and support the construction and transformation of power grid facilities with stock load as the main integrated micro-energy network. We should make good use of all kinds of funds and government support channels to support the construction, transformation and operation of pilot projects that meet the direction of support and policy requirements. The National Energy Administration has continuously promoted the research and improvement of the micro-energy network construction and operation mode and the public service security and guidance mechanism suitable for the characteristics of rural areas in China, and continuously deepened the rural energy revolution.
