1. Responsibilities and requirements

(2) The provincial electric power company of the operation organization

Aggregated users are responsible for tapping their own regulation potential, actively participating in the construction of virtual power plants, voluntarily selecting operators and signing agency agreements according to the actual regulation capacity, participating in the aggregation operation and transaction settlement of virtual power plants according to the agreement between the two parties, and implementing the main responsibility of security within the scope of their duties.
2. Construction and access management
(1) Construction requires that
operators should be economic entities with legal personality, independent financial accounting, good credit and independent civil liability, and meet the access conditions stipulated in the corresponding power market rules of Anhui. According to the provincial local standard "Virtual Power Plant Construction Specification" (DB34/T 5306-2025) and the technical requirements of the access system formulated by the provincial power company, the virtual power plant construction and system access are carried out.

3. Registration and change management
(1) Registration requirements
If a virtual power plant participates in the medium and long-term, spot and ancillary service market of electric power, it shall register the virtual power plant market on the electric power trading platform in accordance with the relevant requirements of the Basic Rules for Registration of the Electric Power Market of the State; Among them, those who participate in the electricity spot market quotation and ancillary services market also need to sign a grid-connected dispatching agreement with the power dispatching agency, access the dispatching system or participate in some trading varieties through the provincial platform. If they participate in power demand response, they need to sign power demand response cooperation agreements with municipal power supply companies and sign relevant commitments. The provincial power trading center will synchronize the registered information of the approved virtual power plant to the provincial power load management center.
(2) Change requirements
1. When the company name, legal representative, business scope and other major information of the operator changes, the operator shall submit the application for change of registration information and other materials through the power trading platform in accordance with the relevant requirements of the Basic Rules for Registration of the Electricity Market of the State. The provincial power trading center will synchronize the approved operator change information to the provincial power load management center.
2. When the virtual power plant has significant changes due to the addition or reduction of aggregate resources or regulatory capacity, it shall submit the application for change of regulatory capacity through the provincial platform in accordance with the relevant requirements of capacity verification. In principle, the provincial electric power load management center shall complete the audit within 5 working days; for the virtual power plant that has passed the audit, it shall complete the verification of the changed capacity within 15 working days, update the capacity certification certificate, and synchronize the change information to the provincial electric power trading center and the provincial electric power dispatching center.
4. Transaction and settlement management
(1) Transaction requirements

In principle, the cost settlement of virtual power plants and aggregated users is based on the data of metering devices of power grid enterprises, and in accordance with relevant power policy documents and trading rules, the account number of aggregated users is used as a unit for metering (on-grid electricity and off-grid electricity are measured separately), monitoring and settlement.
2. Provincial electric power companies and provincial electric power trading centers are responsible for issuing settlement basis to operators and aggregated users according to the terms of agency agreements signed by operators. The relevant fees of the operator are settled to the financial account of the enterprise, and the income of the aggregated user is settled to the electricity generation and consumption account number or the relevant financial account.
3. Virtual power plants and aggregated users should abide by the assessment rules of various markets, fairly bear the market operation assessment costs, unbalanced funds, etc., and calculate and share the costs according to the amount of electricity on and off the grid. If the settlement fee needs to be adjusted due to policy changes such as market trading rules, transaction prices or deviations caused by force majeure, the provincial power company shall refund the fee in accordance with the corresponding market rules.
5. Operation and safety management
(1) Operation and maintenance requirements
1. Operators carry out normal operation monitoring of their aggregated resources, and submit data such as the regulation capacity curve of the virtual power plant as a whole and its aggregated users, and the real-time load curve of the shunt resources as required. Periodic self-assessment is carried out for aggregation ability, regulation ability, system performance and other indicators.
2. The operator shall establish a maintenance system for the software and hardware equipment and facilities of the technical support system, regularly carry out equipment operation and maintenance and form maintenance files to ensure the reliable and stable operation of the system. When the system is abnormal or the failure affects the overall regulation ability, the system maintenance application shall be submitted to the provincial power load management center in time, and the maintenance shall be carried out after approval. During the maintenance period, it is not allowed to participate in various markets and power demand response. After the maintenance is completed and approved by the provincial power load management center, the normal operation can be resumed.
3. The provincial power load management center relies on the provincial platform to provide virtual power plants with services such as operation monitoring, capacity verification, adjustable capacity management, operation effect evaluation, market transaction information acquisition and data interaction, so as to reduce the construction, operation and maintenance costs of virtual power plants.
(2) Requirements
for security and supply 1. Virtual power plants included in the scope of network-related security management shall accept the unified dispatch of power dispatching agencies and implement the rules and regulations of network-related security management. Operators should strengthen their own security management, clarify the security responsibilities of virtual power plants and aggregated users by means of protocols, strictly abide by the national policies, regulations and standards such as the Regulations on Security Protection of Electric Power Monitoring System, implement the requirements of network security protection and data security management, and use cryptographic products that meet the requirements. Build a security protection system covering platforms, communication networks and terminal equipment to effectively prevent network attacks and data leakage risks. Power system safety accidents caused by the operator's responsible behavior shall be investigated for their responsibilities in accordance with the law.
2. When an emergency occurs in the power grid, the aggregated users shall undertake the obligations of power load management, emergency load control and other power supply guarantees, and the provincial power trading center and the provincial power company shall have the right to suspend the execution of their transactions, which can directly regulate and control the resources aggregated by the virtual power plant, reduce the intermediate links of emergency regulation and control, and ensure the safety of the virtual power plant. The Operator shall not interfere with the execution of the Grid Regulation Order. Provincial power companies should formulate contingency plan and disposal procedures for power grids, clarify the division of responsibilities between virtual power plants and various departments of power grid enterprises, incorporate virtual power plants into emergency simulation exercises for power safety, and constantly improve the level of emergency response and rapid recovery.
6. Evaluation and exit management
(1) Effect evaluation requirements
1. The provincial power load management center carries out periodic capacity checks on the virtual power plant before the peak summer (winter) every year, and dynamically evaluates its regulation capacity to ensure that the virtual power plant continuously meets the operation requirements. In principle, the virtual power plant that fails to pass the verification shall be rectified within one month.
2. During the period of tight power balance, provincial power companies organize and carry out the actual measurement and verification of regulation capacity in an orderly manner according to the situation of power supply and demand, give priority to the voluntary participation of market entities such as virtual power plants according to their own conditions, and evaluate their actual regulation capacity according to the power demand response policy, and give corresponding incentive compensation. The provincial power load management center dynamically updates the periodic capacity verification results based on the actual measurement and verification.
3. Before the end of April each year, the provincial electric power company will evaluate the operation effect of virtual power plants that have been running for one year or more, and evaluate the grade of virtual power plants according to the work plan of grade evaluation. The provincial power load management center shall timely update the grade assessment results on the certificate of capability certification and publish them on the provincial platform and the power trading platform.
