From July 29 to 30, China Building Materials Federation organized the acceptance meeting of online monitoring platform for cement clinker production in Hubei Province and the on-site exchange meeting of online monitoring technology for cement clinker production in Wuhan and Huangshi.
From Tianjin Cement Industry Design and Research Institute, China Institute of Electronic Information Industry Development, Chinese Academy of Environmental Sciences, National Center for Energy Conservation and Carbon Reduction, Chinese Academy of Metrology, Hefei Cement Research and Design Institute, The expert group of Jinyu Jidong Cement Group and Tianshan Material Co., Ltd. made a comprehensive review, and the first provincial online monitoring platform for cement clinker production in China passed the acceptance test smoothly. The acceptance expert group also visited Huaxinyang New Company on the spot to verify the whole system of data collection and real-time Kanban, and unanimously recognized the scientific and practical value of the platform. More than 100 people from the
Ministry of Industry and Information Technology, China Building Materials Federation, the competent departments of industry and information technology in many provinces and municipalities, local trade associations, key cement enterprises, scientific research and metrology institutes and relevant leaders participated in the exchange meeting. Relevant representatives of Huaxin Building Materials Group shared the experience of pilot construction cases, and Huaxin Building Materials Group participated in the pilot construction in depth throughout the whole process to support the precise management and control of cement industry capacity and green low-carbon transformation. At the
exchange meeting, the delegates exchanged and discussed the platform construction and promotion path, and the collaborative model of "government guidance + association leadership + measurement support + enterprise landing" in Hubei was widely recognized. Du Ping, Vice President of Huaxin Building Materials Group, said in the on-site exchange that it is the duty of key enterprises to implement capacity control and maintain a fair market environment. Next, Huaxin will continue to deepen the application of digital monitoring, strictly adhere to the red line of production capacity, continue to summarize replicable practical experience, cooperate with industry authorities to improve the monitoring system, and continue to contribute to the standardized management of production capacity and green and high-quality development of the national cement industry.
Cement is a national economic base industry and a key area of carbon emissions. The authenticity and credibility of clinker production data is the core basis for standardizing production capacity and fair carbon verification. In order to implement the relevant deployment of capacity management of the Ministry of Industry and Information Technology, under the guidance of China Building Materials Federation and Hubei Economic and Credit Office, the Provincial Building Materials Federation and the Provincial Institute of Metrology and Testing jointly took the lead in building an online monitoring platform for cement clinker production based on group standards and provincial local metrology standards, which started trial operation in October 2025 and currently covers 16 enterprises in the province. The platform data error is controlled within 5%, the data upload rate is over 96%, and the measurement is stable and reliable. The landing of this
monitoring platform will help the industry to achieve a major change in the regulatory model. The regulatory side will shift from punishment after the event to real-time monitoring and precise law enforcement in the whole process; the carbon market can be supported by authoritative measurement data; enterprises can reduce the cost of manual accounting and avoid the risk of overproduction; third-party verification agencies can also upgrade the mode from reading reports to verifying real-time data.
As the core supporting enterprise of this pilot project, Huaxin Building Materials Group took the initiative to shoulder the responsibility of the industry and cooperated with the pilot project in an all-round way. The company set up a special technical team to participate in the discussion and optimization of the pilot scheme, and all 10 production units in Hubei region completed the system access; the production side fully cooperated with the equipment installation, joint commissioning and testing, overcome a number of technical commissioning problems, continuously output stable and continuous real production data, and provide a complete application scenario for the verification of the monitoring system. Enterprises strictly abide by the requirement of "organizing production according to the production capacity on record", and build the bottom line of compliance management with digital monitoring tools.
