Agriculture and light complementary , Photovoltaic power generation projects with complementary fishing and photovoltaic power generation and small ground power stations are attributed to " for the use of agricultural planting facilities, livestock and poultry breeding facilities, forestry planting and cultivation facilities, Photovoltaic power generation projects constructed by fishery and aquaculture facilities, with installed capacity of 6 MW or more on the AC side, are managed by centralized photovoltaic power stations and implemented after being incorporated into the construction plan of centralized photovoltaic projects; If the installed capacity on the AC side is less than 6 MW, it shall be managed according to the general industrial and commercial distributed photovoltaic projects .
For photovoltaic power generation projects built on various roads or slopes, if the project is built on the road or slope within the same land red line as the building, it shall be managed according to the industrial and commercial distributed photovoltaic power generation project. Other situations are managed according to centralized photovoltaic power station.
The plan is clear that all localities shall not control the development resources of distributed photovoltaic power generation such as roofs in any way, such as franchise, exclusive lease agreement, regional monopoly cooperation, etc. All kinds of qualified investors shall not be restricted to participate in the development and construction of distributed photovoltaic power generation on an equal footing. Compulsory supporting industries, compulsory investment in related projects, illegal collection of project deposits, and requirements for the establishment of local branches shall not be taken as the threshold for project development and construction.
The plan is clear that if the distributed photovoltaic power generation project has not started construction or gone through any other formalities within two years after filing, the project unit shall submit an application for change through the online platform if it decides to continue to implement the project; If the project unit decides not to implement the project, it shall cancel the project by itself. If the project mentioned in the preceding paragraph has neither submitted an application for alteration nor been cancelled, the filing organ shall remind it. For those who intentionally report untrue items and affect the accuracy of investment information, the filing organ may list the items in the abnormal list and make them public to the public.
The scheme clearly requires that the safety facilities of distributed photovoltaic power generation projects must be designed, constructed and put into operation simultaneously with the main photovoltaic power generation projects .
