Among them, put forward a number of key tasks for the cement industry:
First, strengthen air pollution control in key industries. We will further promote the ultra-low emission transformation of key industries such as cement and domestic waste incineration and coal-fired boilers, actively rectify "scattered and dirty" enterprises, and achieve the emission standards of industrial waste gas. Promote building materials, non-ferrous metals and other industries to carry out in-depth governance.
2. Explore the establishment of a carbon emissions trading market mechanism. We will expand the market coverage of industries, enterprises and types of greenhouse gases in an orderly manner, and gradually incorporate them into major emission industries such as cement and civil aviation. For industries with relatively stable total carbon emissions, priority should be given to the implementation of total quota control, the steady implementation of a combination of free and paid quota allocation, and the improvement of quota reserve and market regulation mechanism.
3. Promoting green and clean development of key industries. We will promote the green transformation of advantageous industries and encourage the development of new industries, new formats and new business models oriented by green and low carbon. For light industry, Xizangan medicine, cement, building materials, mining and other traditional industries, we will vigorously promote the upgrading of technology, technology and equipment, promote the transformation of industrial intelligence and digitalization, build digital workshops and intelligent factories, intensify the construction of intelligent mines and digital mines, and achieve green low-carbon transformation and clean production.
4. Promoting green transformation in the field of transportation. We will continue to promote the "transit railway" for medium and long-distance transport of bulk goods and containers, increase the proportion of rail transport for bulk goods and the proportion of electric and fuel cell truck transport, and develop a multimodal transport mode combining rail and new energy connections. We will promote the construction of cross-regional zero-emission freight corridors and green shipping corridors, and build a "external collection and internal distribution" freight transport mode. Promote the application of ultra-low and near-zero emission vehicles and clean and low-carbon applications of off-road mobile machinery.
