Two months ago, on February 24, local time, the United States announced that it would impose countervailing (CVD) tariffs on photovoltaic cells and components from the three countries.
Among them, India was imposed 125.87% countervailing duties. Indonesia's photovoltaic countervailing duty rate is 85.9%-143.3% . Laos was imposed a countervailing duty of 80.67% . The combination of the
two shows that the "double-negative" tariff rate imposed by India is the highest, reaching 248.91% , while that imposed by Indonesia is 121.07%-178.47% . In July

2025, some American solar module manufacturers (hereinafter referred to as "petitioners") accused the three countries of dumping cheap solar products in the market and weakening the competition of American enterprises. This requires the US Ministry of Commerce to impose tariffs on imported photovoltaic products from these three countries.
A month later, on August 7, 2025, the US Ministry of Commerce launched a "double-reaction" investigation into India, Indonesia and Laos. Local media in
the United States reported that the Ministry of Commerce of the United States had planned to announce the "double-negative" tariff rates imposed on the three countries by the end of 2025, but the plan was delayed due to events such as the government shutdown.
In early January, the petitioner filed a "critical situation" complaint with the U.S. Ministry of Commerce, explicitly hoping that the department would publish the preliminary results of the "countervailing" ruling against the three countries by February 20. At the beginning of February
this year, the petitioner asked the Ministry of Commerce of the United States to further postpone the preliminary determination of anti-dumping for about 50 days . The reason is: "In view of the fact that the scope of the survey covers solar cells and modules from many countries, the overall complexity of the survey is high and the investment of resources is large; and there are still many supplementary questionnaires to be processed, the Ministry of Commerce may need to start a new round of questionnaire survey procedures before making a preliminary ruling."
At that time, the market speculated that the preliminary anti-dumping ruling would be announced on April 21.
