More than half a year after the announcement of the bidding results, the winning bidder refused to sign the relevant project contract, refused to negotiate and declared that he would give up the right to win the bid. The bid winning qualification is cancelled by the tenderee , resulting in the rejection of the bid and re-bidding.
The 1 million kilowatt photovoltaic sand control project of Jinda Hongjing (Shache) New Energy Technology Co., Ltd. in Shache County has not been started for a long time. After completing the pre-formalities, the local government has issued a warning of withdrawal. It is not an isolated case that the
three major photovoltaic sand control projects concentrate on "rollover" in bidding, and it is not uncommon for photovoltaic projects to terminate bidding and abandon bidding recently. On the one hand, the photovoltaic sand control project is located in a harsh environment, the implementation of the project is difficult, and the preset scheme is often corrected and "overturned" in the actual promotion.
On the other hand, compared with projects in other regions, photovoltaic sand control projects have large investment and high cost, and enterprises often fail to settle economic accounts in the early stage, only to find that their own strength does not match, or the economy does not meet expectations, so they have to " retreat from difficulties".
Shache County 1GW Photovoltaic Sand Control Project EPC Bidding "Lightning" stopped
on August 13, Jinda Hongjing Shache County 1 million kilowatt Photovoltaic Sand Control Project (EPC) issued a tender announcement, but only one day later. The project was abruptly terminated because of the cancellation of the procurement plan.
It is reported that the project is located in Shache County, Kashgar Prefecture, Xinjiang, with a total investment of 2.22 billion yuan. It is divided into two sections, with a photovoltaic scale of 1 million kilowatts. Among them, the total investment of the first section is about 860 million yuan, and the total investment of the second section is about 133000 mu, with a planned construction period of 730 days.
It is worth noting that, in fact, the project started bidding a year ago, but soon "died".
In August 2025, it started the bidding for the PC project, and in September, it announced the termination of the bidding for five bidding sections due to " major changes in the design scheme". On August 29, 2025, the Shache County Development and Reform Commission issued a special statement, pointing out that the project "is still in the preliminary stage of formalities, the project land use, planning, power grid access and other preliminary work have not been completed, and the legal conditions for bidding and construction have not yet been met".
However, up to this year, the Shache County Development and Reform Commission issued a withdrawal warning on June 2, 2026, due to the failure of the project to start construction and complete the relevant formalities since its filing in February 2025.
This is the second time that the tender for the project has been terminated.
The project is located in the No.17 plot on the edge of the ring tower in Aksu, Xinjiang, with a new ground centralized photovoltaic power generation project with a total installed capacity of 500000 kilowatts; Supporting construction of electrochemical energy storage system with a scale of 54.435 MW/108.87 MWh; Simultaneous implementation of comprehensive control of desertified land 1.
In November 2025, the project issued a tender announcement for the first time, and announced the successful candidates on December 12 of that year, with three enterprises shortlisted.However, on June 16, half a year later, the project issued a termination announcement: due to major changes in the investment plan, the contract matters have not been properly negotiated after the bid opening, and the validity period of the bid has expired. It is now formally decided to terminate the tender .
Subsequently, the project started the second bidding work again on July 13, and announced the successful candidates on July 31. China Railway Third Bureau Group Electrical Engineering Co., Ltd. offered a bid of 1.49 billion yuan. 2. Unexpectedly, after a month, the announcement of the termination of the bidding came.
He also declared in writing that he would voluntarily give up all the rights to win the bid for the project and refused to sign the contract . The tenderer Shaya Qindian Investment New Energy Co., Ltd. has decided to formally cancel its qualification to win the bid in this project, and will recover all the losses caused by the abandonment of the bid in accordance with the law. Subsequently, the project will reorganize the bidding.
Publicity information shows that the project is located in Shaya County , Aksu Prefecture, Xinjiang, and the tenderer, Shaya County Qindian Investment New Energy Co., Ltd., invited public bidding on January 29, 2026, and announced the results of winning the bid on February 5. Hangyang Electric Power Construction Co., Ltd. (The leader of the consortium) and Xinjiang New Energy Research Institute Co., Ltd. (The member of the consortium) finally won the project with a 74690 of 5.47 million yuan, and the bidding unit price is about 2
. The " Announcement of Cancellation of Bid Winning Qualification" shows that after the service of the notice of winning the bid, the tenderer has repeatedly consulted with the winning consortium on the signing of the contract and sent a reminder letter. The leading party of the consortium has objections to the terms of the contract. Although the tenderee proposes an adjustment plan, the other party is unwilling to negotiate . In the absence of legal exemption, the other party refuses to promote the negotiation, refuses to sign the contract, and declares in writing that it waives the right to win the bid.
The tenderee believes that the validity period of the bid bond for this project has expired, the guarantee effect has been lost, and the loss can not be deducted through the bond, but the winning consortium refuses to sign a written contract without justified reasons and unilaterally abandons the bid, which has constituted a serious breach of contract .
In view of the fact that there is no basis for negotiation and reconciliation between the two sides, in order to ensure the smooth progress of the project, the tenderer decided to formally cancel the qualification of the consortium composed of Hangyang Electric Power Construction Co., Ltd. (The lead unit) and Xinjiang New Energy Research Institute Co., Ltd. (The member of the consortium) to win the bid for the project, and no longer carry out follow-up contract negotiations. The bidding for this project is reorganized.
At the same time, the subsequent tenderee will recover all the actual economic losses through civil litigation , such as the delay of the construction period, the second bidding, the occupation of funds and the reduction of project income, and submit complaints to the bidding supervision department to deal with the relevant subjects according to law.
This bid rejection is not the first major change in the bidding work of the bid section of the project. On August 1,
2025, Daqin Electric Power (Kunming) Group Co., Ltd. issued a tender announcement for the EPC project of "Shaya County Qin Electric Power Investment New Energy Co., Ltd. 490000 kW Photovoltaic Sand Control", which was divided into three bidding sections. Bid Section I, Bid Section II and Bid Section III were newly built September 16 of the same year, the bidding result of the project was announced, and the bid winner of Bid Section I was Sigma Electric Co., Ltd. (The leader of the consortium). Power Construction Corporation of China Guiyang Survey, Design and Research Institute Co., Ltd. (The second member of the consortium).
However , on December 24 , three months after the publication of the bid-winning results, the tenderer issued a notice of the abolition of the bid-winning results. The winning bidder of the first bid section of the project, Sigma Electric Co., Ltd. (The leader of the consortium) and Guiyang Survey, Design and Research Institute Co., Ltd. of China Power Construction Group (the second member of the consortium) , failed to perform the contract and cancelled the bid . In January 2026, the second public bidding was launched.
Unexpectedly, after a year's round and round, the project bidding work returned to its original point.
