Sichuan Cement Enterprises Fined for Building Mine Projects Without Approval

Recently, the Ecological Environment Bureau of Meishan City imposed a fine of 10000 yuan (in words: ten thousand yuan only) on Huaping Building Materials Factory of Renshou County Wangyang Jianbao Cement Co., Ltd. for its environmental violations. According to the

environmental administrative penalty decision, the plant started the construction of the limestone mining project for building stones in Liangzishan Limestone Mine in June 2025 without the approval of the EIA. As of May 2026, the construction of the main projects such as the mining platform, drainage ditch and slag retaining wall has been completed, and the mining operation has not yet started.

The factory's act of "building a construction project without approval" violates Article 25 of the Environmental Impact Assessment Law of the People's Republic of China, which stipulates that "if the environmental impact assessment documents of a construction project have not been examined or approved by the examination and approval department according to law, the construction unit shall not start construction". Article 31, paragraph 1, of the Environmental Impact Assessment Law of the

People's Republic of China States that "If a construction unit fails to submit an environmental impact report or report form for approval of a construction project in accordance with the law, or fails to re-submit an environmental impact report or report form for re-examination in accordance with the provisions of Article 24 of this Law, it shall start construction without authorization." The competent administrative department of environmental protection at or above the county level shall order the suspension of construction, impose a fine of not less than 1% but not more than 5% of the total investment in the construction project according to the circumstances of the violation and the harmful consequences, and may order the restoration of the original state; With reference to the calculation formula of the Discretionary Standard for Eco-environmental Administrative Penalty of Sichuan Province (Chuan Huan Gui [2022] No.4), the Bureau of Ecological Environment of Meishan City decided to impose a fine of 10000 yuan (in words: ten thousand yuan only) on the factory for the act of "building the construction project without approval".
