G1211 Jihei Expressway Mingshui-Bei'an Section. The project starts from the southeast side of Xinfa Team 4 in the north of Mingshui County, connects with the proposed Harbin-Mingshui section of Jihei Expressway, ends at the interchange of Jianhua Hub in Bei'an City, and connects with the Beian-Heihe (port) section of the built Jihei Expressway, with a total length of 142.608 km and a construction mileage of 120.528 km. There are 7 large bridges, 8 medium bridges, 11 small bridges and 67 culverts along the whole line; There are 4 interchanges, 14 separated overpasses on the main line, 14 separated overpasses under the main line, 25 access bridges, 28 overpasses, 2 pedestrian overpasses, 20 access culverts, 2 service areas, 2 U-turns, 2 maintenance work areas, 1 monitoring and communication sub-center and 4 ramp toll stations. The whole line adopts the standard of two-way four-lane expressway. The design speed of the section from the starting point of the main line to Wuyuer River Bridge is 100 km/H, and the subgrade width is 26 meters. The section from Wuyuer River Bridge to Baoquan Junction maintains the existing technical standard, and the subgrade width is 24.5 meters. The section from Baoquan Junction to the terminal maintains the existing expressway standard. The design vehicle load grade of bridges and culverts is highway-I, the original load standard is used for bridges and culverts, and other technical indicators are implemented in accordance with the Technical Standard for Highway Engineering (JTGB01-2014). The Baoquan-Yongfeng Section of
National Highway Heida Highway starts from the south side of Baowei Village, Baoquan Town, Kedong County, connects with the North Wujie-Baoquan Section of Heida Highway, ends near the boundary point between Yingchun Town and Yongfeng Town in the south of Fusheng Village, Qinggang County, and connects with the Qinggang-Lanxi Section of Heida Highway, with a total length of 154.511 km. The whole line is provided with 1 super large bridge of 1389.94m, 5 large bridges of 1082.2m (including 4 new bridges of 956.28m and 1 old bridge of 125.92m) and 11 medium bridges of 609.58m (including 9 new bridges of 522.5m and 2 old bridges of 87.08m). There are 11 small bridges of 334.00m (including 1 new bridge of 30.14m and 10 used bridges of 303.86m), 113 culverts, 3 separated overpasses on the main line (2 over Tongcun Road and 1 over Sino-Russian gas pipeline), 61 intersections with graded highways, 1 overload control station, 3 maintenance work areas (used) and 24 bus stops. The new road section is constructed according to the standard of Class II highway, with a design speed of 60 km/H and a subgrade width of 10.0 m. For the old road section, the subgrade width of Class I highway is 24.5 m, and the subgrade width of Class II highway is 12 m. The design vehicle load grade of new bridges and culverts is highway-I, the original load standard is adopted for bridges and culverts, and other technical indicators are implemented in accordance with the Technical Standard for Highway Engineering (JTGB01-2014). The Harbin-Mingshui section
of G1211 Jihei Expressway includes the main line expressway and the auxiliary road of the supporting second-class highway. The total length of the main line expressway is 149.375 kilometers, and the standard of the two-way four-lane expressway is 83.536 kilometers, of which the newly built section is 83.536 kilometers, and the reconstructed section is 65.839 kilometers by utilizing the existing first-class highway resources. The mainline expressway is provided with 28 bridges of 3284.4m, 6 interchanges, 1 U-turn, 1 monitoring and communication sub-center, 3 service areas, 3 maintenance work areas, 1 mainline toll station and 4 ramp toll stations. The total length of the auxiliary route of the second-class highway is 52.662km, with a total of 7 bridges of 809m and 34 culverts.

Cooperation mode: This tender includes Project A and Project B. Among them, Project A is the general contracting of G1211 Jihei Expressway Mingshui-Bei'an Section Project and National Highway Heida Highway Baoquan-Yongfeng Section Project, including the temporary works, subgrade works, pavement works, bridge and culvert works, intersection works, All the contents of the construction and repair during the defect liability period of the whole line traffic engineering and facilities along the line, greening and environmental protection engineering, etc. The specific contents of the construction project shall be subject to the construction drawing design documents.
