Recently, Chongqing's "Fifteenth Five-Year Plan" Beautiful Chongqing Construction Plan (2026-2030) was officially released. The Plan requires that by 2030, new and significant progress will be made in the construction of beautiful Chongqing, and the beautiful China Pioneer Area in Sichuan and Chongqing will be basically completed. The water quality of Chongqing section of the main stream of the Yangtze River has remained stable in Class II, the black and odorous water bodies in urban and rural areas have been dynamically cleared, the concentration of fine particulate matter (PM2.5) has continued to decline, the heavy polluted weather has been basically eliminated, the total amount of major pollutants discharged has continued to decrease, the stability of ecosystem diversity has been continuously improved, the overall beauty of the landscape city has been fully demonstrated, and the carbon peak has been achieved. Green production and lifestyle have basically taken shape, and the ecological environment management system adapted to the construction of beautiful Chongqing has been constantly improved, creating a number of landmark achievements of "leading the West, advancing the whole country and recognizing Chongqing", and building an important ecological barrier in the upper reaches of the Yangtze River in an all-round way. By 2035, the goal of building a high-level and beautiful Chongqing will be basically achieved. The ecological environment has been fundamentally improved, the stability and sustainability of ecosystem diversity have been significantly improved, green production and lifestyle have been widely formed, and the modernization of ecological environment governance system and governance capacity has been basically realized.
Strengthen in-depth governance of key industries. We will promote the transformation of key industries such as cement and waste incineration and the ultra-low emission of coal-fired boilers, implement in-depth treatment of waste gas from industrial furnaces and kilns such as glass, non-ferrous metals, foundry and funeral industries, and strengthen the investigation and treatment of inefficient and ineffective air pollution control facilities. We will promote the integration and upgrading of the sintered brick and tile industry, and implement the renovation of traditional industrial clusters such as foundry and furniture. Promote the renovation of automobile supply chain clusters, and strengthen the source substitution and whole process management of low (no) volatile organic compounds (VOCs) raw and auxiliary materials. We will continue to improve the management system oriented by the classification of atmospheric environmental performance and carry out actions to upgrade the performance level. It is also pointed out in the major issues of
environmental quality improvement that the supercritical transformation of subcritical units such as Hechuan Power Plant and the improvement of quality and efficiency should be strengthened, the ultra-low emission transformation of cement clinker production enterprises and the full-load denitrification transformation of coal-fired power plants should be basically completed, and the dynamic clearance of inefficient and ineffective treatment facilities should be promoted. Integrate and withdraw the production lines of sintered bricks and sintered hollow blocks under 60 million standard bricks per year, and complete the renovation of three or more traditional industrial clusters. More than 350 enterprises with A-level and B-level environmental performance have been built. We will implement the "full-cycle, full-coverage" dust control model, scientifically delimit no-burning zones and restricted burning zones for open-air burning, and promote the comprehensive utilization of straw and the reduction of fireworks and firecrackers. We will basically eliminate trucks with emission standards of the Fourth National Standard and below and construction machinery with emission standards of the Second National Standard and below, and eliminate more than 250000 old vehicles.
