China Cement Network Project Link shows that the cement procurement of a project in Fujian is being tendered recently, with a procurement volume of about 150,000 tons.
Supplier qualification requirements:
1. The supplier shall be a cement manufacturer or a distributor designated by the manufacturer who has been registered with the industry and commerce and whose products meet the national industry standards. The legal and valid business license loaded with the unified social credit code and the scanned copy of the National Industrial Product Production License of the cement manufacturer (if it is a cement distributor, the National Industrial Product Production License of the responding goods manufacturer shall be provided) shall be provided in the response document.
2. If the cement distributor participates in the negotiation response, the authorization letter issued directly by the manufacturer of the response goods shall be provided (indirect authorization or subauthorization shall not be accepted).
3. The suppliers of goods of the same brand in this project shall be unique. If more than two (including two) suppliers of the same brand participate in the negotiation response at the same time, the response shall be invalid.
4. The same supplier's brand of goods should be unique, that is, the same supplier can not put more than two (including two) brands of goods at the same time, otherwise it will be regarded as invalid response.
5. Requirements for production scale and storage capacity: total output ≥ 1.8 million tons/year, total storage capacity of the enterprise ≥ 30,000 tons, and transfer storage capacity ≥ 6,000 tons if there is transfer. The supplier shall make a commitment to the above requirements or provide valid supporting materials in the response document.
6. Respond to the production process requirements of the goods manufacturer: the calcination equipment is a rotary kiln.
7. The cement provided by this project must be non-grinding station products.
8. The supplier must undertake to accept the settlement cycle, payment method and measurement method implemented by the purchaser.
9. If the transportation mode is bulk transportation, the supplier must promise that it has enough transportation capacity to ensure the goods required by the purchaser, and promise that all transport vehicles are equipped with GPS or BDS and visual blind area warning equipment for large trucks in accordance with the relevant provisions of the competent transportation department of Zhangzhou City.
10. The supplier must provide the original authorization letter of the legal representative (or the person in charge of the unit) to the supplier representative (the supplier representative is not the legal representative or the person in charge of the unit) and the scanned copy of the valid ID card of the supplier representative.
11. The supplier must promise that the subject of response is consistent with the subject of contract signing, and the subject of contract shall not be changed within the validity period of contract signing. 12.Consortium negotiation response is not accepted for
this project.
13. In order to supplement the suppliers and improve the supply guarantee ability, this procurement does not accept the cement brands and corresponding transportation units that have obtained the P • O42.5 cement supply qualification in Zhangzhou region in the previous cement procurement projects of the purchaser (project number: XT2025002, HT2025-CG401). That is to say , Wannian Cement , Chunchi Cement , Huarun Cement and corresponding transportation units (Fujian Yongan Huabang Logistics Co., Ltd., Fujian Yihong Building Materials Co., Ltd., Fujian Longyan Yongshen Logistics Co., Ltd., Fujian Xinci Logistics Co., Ltd. and Longyan Jiatongshun Logistics Co., Ltd.).
14. Before the deadline for suppliers to submit response documents, they can inquire through the information publication and inquiry platform of the list of discredited persons executed by the National Court (website: https://zxgk.court.gov.cn/shixin/). The supplier itself, the manufacturer of the responding goods (if the supplier is a distributor), and the logistics unit providing transportation services for the project shall not be listed as a "Dishonest Executee", and if listed as a "Dishonest Executee", its response will be rejected. 15. Before the deadline for suppliers to submit response documents, they can inquire through the National Enterprise Credit Information Publicity System (website: https://www.gsxt.gov.cn/). The supplier itself, the manufacturer of the responding goods (if the supplier is a distributor) and the logistics unit providing transportation services for the project shall not be listed in the "List of Enterprises with Serious Violations of Law and Dishonesty" by the administrative department for industry and commerce.
