On September 2, the Ministry of Ecology and Environment issued the Notice on the Total Quota and Distribution Scheme of the National Carbon Emission Trading Market 2025, 2026 Power Generation Industry and 2026 Steel, Cement and Aluminum Smelting Industry. The main contents of the

cement industry are as follows:

1. This scheme is applicable to the quota allocation of steel, cement and aluminum smelting industries in 2026. The quota allocation for steel, cement and aluminum smelting industries in 2025 shall be implemented in accordance with the Total Quota and Allocation Plan for Steel, Cement and Aluminum Smelting Industries in the National Carbon Emission Trading Market in 2024 and 2025. The implementation scope of iron and steel, cement and aluminium smelting industries is enterprises included in the list of key emission units in the national carbon emission trading market in 2026.

2. Carbon emission quotas of key emission units in cement and aluminum smelting industries are calculated based on clinker production lines and aluminum electrolysis processes respectively, which are the sum of carbon quotas of all production lines (processes) owned by key emission units. The carbon quota of steel, cement and aluminum smelting enterprises (production lines and processes) is calculated by the carbon emission intensity coefficient method. The specific method is as follows.

3. For key emission units (units, production lines, processes) with special production processes, raw materials and fuels, their annual approved quotas are equal to their actual carbon emissions after verification. Specifically, it includes the following situations:

4. The total annual quota of key emission units in the cement industry is equal to the total annual quota of all Portland cement clinker production lines owned by key emission units.

5. In principle, the number of pre-allocated quotas for key emission units (units, production lines and processes) in the iron and steel, cement and aluminum smelting industries in 2026 shall be 50% of the verified emissions of key emission units in the previous year.
