cement industry are as follows:

1. This scheme is applicable to the quota allocation of steel, cement and aluminum smelting industries in 2026. The quota allocation for steel, cement and aluminum smelting industries in 2025 shall be implemented in accordance with the Total Quota and Allocation Plan for Steel, Cement and Aluminum Smelting Industries in the National Carbon Emission Trading Market in 2024 and 2025. The carbon quota of steel, cement and aluminum smelting enterprises (production lines and processes) is calculated by the carbon emission intensity coefficient method.
