Excessive emissions! A cement enterprise in Guangxi was fined 232500 yuan.

Recently, Guigang Municipal Bureau of Ecology and Environment imposed an administrative penalty on Guangxi Mingyan Special Cement Co., Ltd. for its illegal discharge of atmospheric pollutants, and imposed a fine of 232516 yuan on the company according to law.

After investigation, on December 10, 2025, law enforcement officers inspected the company's site and commissioned a third party to monitor it, and the results showed that the concentration of particulate matter emitted from the total exhaust outlet of the kiln tail was 44 mg/m3 . It exceeds the limit of 30 mg/ m3 stipulated in the Emission Standard of Air Pollutants for Cement Industry (GB4915-2013) by 0.47 times, which is an illegal act of discharging air pollutants beyond the emission standard of air pollutants.

The company has raised objections to the monitoring data and applied for a hearing, claiming that the automatic monitoring data is normal, without subjective intent to violate the law, and has been rectified in time, requesting a lighter, mitigated or exempted punishment. The Ecological Environment Bureau of Guigang City verified that the qualification of the third-party monitoring organization was legal and the monitoring procedures were standardized, and the on-site monitoring data should be taken as the basis for determination according to the regulations; the company's particulate matter exceeding the standard far exceeded the exemption standard for minor violations in Guangxi, and after rectification, it still failed to achieve stable emission standards, which did not meet the situation of leniency, mitigation or exemption from punishment, and its defense opinions were not accepted.

According to the relevant provisions of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Guigang Municipal Bureau of Ecology and Environment has imposed the above-mentioned fines according to law and required the company to pay the fines within the prescribed time limit. If they refuse to accept the decision of punishment, they may apply for administrative reconsideration or Institute administrative litigation in accordance with the law, and if they fail to perform within the time limit, they will apply to the court for compulsory execution in accordance with the law.
