The consortium has integrated the survey, design and construction resources. China Southwest Architectural Design and Research Institute and Guangzhou Baoxian Huahan provide the scheme and construction drawing design. Guangzhou Geological Survey is responsible for the geological survey. China Railway Construction South China Construction and China Railway 17th Bureau Guangzhou Company undertake the construction tasks of the territory.

The project is located in Shengjing Plot on the west side of Xiuyuan River, Zhangqiu District, Jinan City, west of Provincial Highway 241, east of Shengjing New Town, north of Jingshi East Road and south of Century Avenue.
