the "Fifteenth Five-Year Plan" period, we will focus on the following three aspects to speed up the transformation of market competition from "price competition" to "quality competition".
One is to strengthen price law enforcement.
We will accelerate the revision of the Price Law, study and revise the Provisions on the Suppression of Low-price Dumping, guide relevant trade associations to formulate cost calculation standards, and promote the formation of a "1 + 1 + N" legal system for the regulation of low-price dumping. Enterprises that take the lead in malicious low-price competition and disrupt the order of production and operation shall be subject to cost investigation and price inspection, and shall be dealt with strictly according to law.
It will promote the implementation of the Internet Platform Price Behavior Rules and continue to regulate price competition in the field of platform economy. To study and formulate the Interim Provisions on the Implementation of the Price Supervisor System and consolidate the main responsibility of enterprises for price compliance.
The second is to strengthen quality supervision.
It will further strengthen the source control, optimize the management of industrial product production licenses, dynamically adjust the compulsory product certification catalogue, and ensure the quality access of products.
At the same time, we should strengthen quality risk monitoring and supervision spot checks, intensify spot checks on products with abnormally low prices, high safety risks and low qualified rate in the past, and increase the proportion of spot checks in key areas such as e-commerce platforms and wholesale markets.
It will improve the consistency of online and offline supervision, speed up the construction of a unified national product quality and safety traceability system, and consolidate the main responsibilities of platform enterprises such as commodity information verification and recall cooperation. Deeply carry out special management of the quality and safety of industrial products sold online, and severely crack down on illegal and irregular acts of online commodity sales.
Third, we should strengthen anti-unfair competition. The newly revised Anti-Unfair Competition Law
will be implemented in depth, and the supporting regulatory system and rules will be continuously improved. Regularly deploy and carry out special law enforcement actions against unfair competition, focusing on key issues such as false publicity, mutual black trampling, commercial defamation and commercial bribery, and investigate and deal with a number of typical cases according to law.
Strengthen the protection of trade secrets, explore and promulgate regulations and management norms for the protection of trade secrets according to local conditions, and actively promote innovative pilot projects for the protection of trade secrets and the construction of service sites.
He said that price war can not fight for the future, and good quality can win the market. It will make every effort to promote "high quality and high price" and "win by quality" to become the consensus of the market.
