Recently, the State Development and Reform Commission, the Ministry of Industry and Information Technology and other eight departments jointly issued the Interim Measures for Credit Management in the Field of Tendering and Bidding (hereinafter referred to as the Measures), which put forward a series of requirements around the establishment and improvement of the whole chain management mechanism of public credit information, so as to promote the better application of public credit information in tendering and bidding activities; Focusing on 4 types of tendering and bidding participants, including the tenderer, the bidder, the bidding agency and the bid evaluation expert, the specific circumstances and methods of implementing credit constraints are clarified one by one; specific requirements are put forward for standardizing public credit evaluation and expanding application scenarios, and the application of public credit evaluation results in the field of tendering and bidding is deepened.
The Measures include 37 articles in five chapters, including general principles, public credit information management, public credit evaluation management, legal liability and Supplementary Provisions, which are applicable to the collection, sharing, publicity, inquiry and application of public credit information in the field of tendering and bidding by bidders, bidders, bidding agencies and bid evaluation experts. And activities such as public credit evaluation and application of evaluation results. The Measures shall come into force on January 1, 2027.
