On September 17, the 2026 Green Energy Innovation and Development Conference opened in Tianjin National Convention and Exhibition Center. With the theme of "Green Energy as the Engine, Creating and Enjoying the Future", guests from all walks of life gathered together to explore the development of green energy from "generating" to "using well". Good afternoon! In September in Tianjin, the Haihe River is clear. It gives me great pleasure to join you in Tianjin for the 2026 Green Energy Innovation and Development Conference. The speeches of several leaders and experts just now outlined a new prospect of green energy development from different dimensions such as policy, market and industry. I am deeply inspired and fully agree with it. As stated in the background of the meeting, green energy is moving from "supplementary energy" to "main energy", and how to release and realize the value with higher quality is the next development focus. In this context, China Energy Research Association and China Circular Economy Association, as the mainstream authoritative platform, hold this event at the right time and with far-reaching significance. Here, on behalf of the Global Green Energy Council and the Electric Transportation and Energy Storage Branch of the China Electricity Union, and as the organizer of the conference, I would like to warmly congratulate the grand opening of the conference!
Next, around the theme of "Green Energy as the Engine, Creating and Enjoying the Future", combined with the 36-year industrial practice of Xiexin, I will briefly report three thoughts.
First, industry governance: bid farewell to price coordinates and reconstruct the value system. For a period of time, the state has continued to introduce a series of policies and measures to control the "involution" competition in the new energy industry. The recently released "15th Five-Year Plan for the Development of Electronic Information Manufacturing Industry" takes "building the foundation, improving the quality, cultivating the new and governing" as the main line, and deploys 17 key tasks to enhance the industry management capacity and the modernization level of industry governance. At the same time, policies on energy storage capacity and standardized management are also being continuously promoted. The superposition of relevant policies has released a clear signal: the state is vigorously supporting high-end production capacity, curbing low-end homogeneous competition, and promoting the industry to return to the source of technology and value. During the 2026 World Power Battery Conference held in early September, I also suggested to the leaders of the Ministry of Industry and Information Technology that we should increase the proportion of high-end production capacity from the source, and upgrade the value of the whole industry chain by upgrading materials . Establish a dynamic monitoring mechanism to guide resources to concentrate on high-end production capacity with real competitiveness; Second, look at the level of technology. From the dimensions of process advancement, originality and green low-carbon level, the production capacity is more scientifically graded and evaluated. Third , the "green content" is considered. Improve the carbon footprint classification management standards, and deeply integrate with international rules, so that low-carbon leading high-end products stand out.
In order to control the disorderly competition of enterprises, in September last year, the National Development and Reform Commission and the Market Supervision Bureau banned bidding below cost from the institutional level. This month, they jointly issued another document to further refine and unify the cost accounting of weights and measures. In order to ensure the effectiveness of the policy, it is suggested to further improve the practical rules for the cost determination of the optical storage industry. Enterprises regularly submit core cost indicators such as production cost and capacity utilization rate. The Development and Reform Commission and the Market Supervision Bureau cross-verify the authenticity of the cost data through public data such as enterprise electricity consumption, energy consumption and the fourth phase of the Golden Tax. Establish a verification mechanism triggered by abnormal quotations at different levels, punish illegal enterprises and publicize them to the public, and prohibit them from participating in government procurement and bidding for state-owned enterprises and institutions within three years. Heavy penalties and strong governance will promote the green energy industry to bid farewell to low-price competition and return to value orientation.
Second, the green chain runs through: let the green attribute become the value. Green electricity is only the first step in the long March. The end point is to let multiple values such as electric energy, regulation capacity, capacity value and environmental attributes converge and penetrate the industrial chain, which can be accounted for, traded and converted into value. Whoever creates value for the system should get the corresponding benefits. It is suggested to further promote the time-sharing and zoning of power fine accounting and trading , fully reflecting the regulation value of energy storage, flexible load, virtual power plant and other resources. Especially with ESG as the starting point, we should speed up the incorporation of electricity carbon factors into the market-oriented pricing system of green electricity, and deeply open up the green electricity, green certificate, carbon accounting, carbon footprint and carbon market, so as to achieve data and value penetration.
In addition, green energy is not to replace all energy sources, but to complement each other with different types of energy. From the perspective of energy health and ecology, the system value of coal and electricity needs to be effectively reflected. With the implementation of "No.136 Document" and the full marketization of electricity, the system value of coal and electricity, such as guaranteeing the bottom of supply, meeting the peak, deep peak shaving and flexible regulation, has become more prominent, but it has been facing multiple pressures such as "high coal price, low electricity price, low utilization", "the decline of utilization hours in peacetime, and the top at critical moments". As of mid-September, the 5500 kcal steam coal in Qinhuangdao was about 980-990 yuan/ton, and the 5500 kcal steam coal in the ports around Bohai Sea broke 1000 yuan, reaching a new high in the past three years. In terms of utilization hours, taking Jiangsu as an example, as of the end of August, the data showed that the cumulative average utilization hours of unified power plants decreased by 166 hours compared with the same period last year. It is suggested that on the basis of the existing market mechanism of coal-fired power capacity price and ancillary services, capacity compensation, ancillary services and related market mechanisms should be dynamically optimized according to the new energy penetration rate, system net load characteristics, utilization hours and fuel cost changes, so as to promote the multi-value recovery of coal-fired power, ensure energy security and build a new power system.
3. Global intelligence: AI enables high-value scenario applications. Last week, Premier Li Qiang emphasized at the "Standing Committee of the National People's Congress" that promoting the coordination of computing power and the integration of computing networks, speeding up the landing of projects such as direct connection of green power and load storage of source networks, pointed out the direction for the deep integration of green energy and digital economy. Today's AIDC is not only a high-value green load, but also a new type of flexible load that can be dispatched intelligently. The new energy supply mode represented by the direct connection of green electricity and the coordination of source, network, load, storage and calculation has accelerated its landing, and the calculation power has green genes from the source. The new value chain transmission effect of "green electricity-green calculation-green production" is taking shape-green calculation follows green electricity, and green electricity revolves around green production. Green power is no longer a single power commodity, but embedded in green manufacturing, green computing power, zero carbon park, intelligent transportation, green chemical industry and other scenarios, becoming the green infrastructure of industrial operation, as well as the core assets of high-value app lication scenarios. AI, on the other hand, is the smart base that connects these elements.
Based on 36 years of industrial accumulation, Xiexin is running AI through the source network load storage and calculation, as well as the whole links of distribution, distribution, sale and use. Up to now, Xiexin has eight AI + energy self-research platforms, the grid-side energy storage scale exceeds 1 million kilowatts, the adjustable scale of virtual power plants exceeds 32GW, the accuracy of electricity price and load forecasting exceeds 90%, and the zero-carbon park has formed a multi-level layout of five national-level, more than 20 provincial-level and a total of more than 60 contracted projects. Relevant practices make us deeply realize that energy is moving from digitalization to intellectualization, and green power suppliers must move towards full-stack intelligent integrated energy + zero-carbon solution providers. This is also an important direction for the next round of value transition of the green energy industry.
