Strengthen the management of bulk cement, adhere to green development, save resources and energy, reduce pollutant emissions, improve urban environmental air quality, improve the quality of construction projects, and promote safe and civilized construction and technological progress. In accordance with the provisions of Article 15 of the Regulations on the Administration of Bulk Cement in Sichuan Province (NO: SC122731), the County Housing and Construction Bureau has drafted the Notice on Prohibiting the Use of Bagged Cement, Mixing Concrete (Mortar) at Construction Sites and Setting up Mobile Mixing Stations (Draft for Comments) (see Annex), which is now open to the public for comments. , 2026 Dazhu County People's Government on the prohibition of the use of bagged cement, In order to strengthen the management of bulk cement, adhere to green development, save resources and energy, reduce pollutant emissions, improve the air quality of urban environment, and improve the quality of construction projects, the announcement
of mixing concrete (mortar) and setting up mobile mixing stations at construction sites (draft for comments)
was issued. To promote safe and civilized construction and technological progress, according to the relevant provisions of the Regulations on the Administration of Bulk Cement in Sichuan Province, it is decided to designate areas within the administrative area of Dazhu County where bagged cement is prohibited, concrete (mortar) is prohibited to be mixed at the construction site, and mobile mixing stations are prohibited. The relevant matters are hereby notified as follows.
1. This circular is applicable to housing construction, municipal administration, transportation, water conservancy and other construction projects within the planning areas of county towns and towns, except as otherwise provided by laws and regulations.
2. Construction projects using ready-mixed concrete and ready-mixed mortar shall comply with the following provisions:
(1) Construction units shall not require construction units to use bagged cement;
(2) The tenderee or bidding agent of a construction project shall include the requirements for the use of ready-mixed concrete (mortar) in the bidding documents;
(3) The design unit shall design in accordance with the requirements for the use of ready-mixed concrete (mortar), and indicate the grade standards and dosage in the construction drawing design documents;
(4) The construction drawing examination institution shall not examine and pass the construction drawing design documents that fail to indicate the grade of ready-mixed concrete (mortar) in accordance with the regulations.
(5) Construction units shall carry out construction in accordance with the requirements for the use of ready-mixed concrete (mortar) in the design documents of construction drawings.
(6) The project supervision unit shall supervise the use of ready-mixed concrete (mortar) in accordance with the requirements of the construction drawing design documents.
(7) The engineering quality supervision institution shall supervise the use of ready-mixed concrete (mortar) in accordance with the requirements of the construction drawing design documents. When a
construction project is completed and accepted, the use of bulk cement and ready-mixed concrete (mortar) shall be taken as the content of the completion and acceptance of the project.
3. Temporary ready-mixed concrete (mortar) mixing stations set up for large and medium-sized construction projects such as transportation, water conservancy and energy shall conform to the green environmental protection standards and shall be limited to providing ready-mixed concrete (mortar) for the construction projects. The temporary mixing station of ready-mixed concrete (mortar) mentioned in
the preceding paragraph shall be dismantled by itself within three months after the completion and acceptance of the construction project. The supervisory departments of large and medium-sized construction projects, such as
transportation, water conservancy and energy, shall strengthen the supervision and management of the temporary mixing stations for ready-mixed concrete (mortar) set up by the supporting projects, and timely inform the County Housing and Urban-Rural Construction Bureau of the temporary mixing stations for ready-mixed concrete (mortar).
4. Bagged cement may be used in construction projects in prohibited areas under any of the following circumstances:
(1) Bulk cement cannot be supplied or transported to the construction site;
(2) Special cement is used or there are special requirements for construction technology;
(Three) the total amount of cement used is less than 30 tons.
5. In the prohibited area, the construction project may mix concrete (mortar) on site under one of the following circumstances:
(1) The total amount of concrete used is less than 200 cubic meters;
(2) The total amount of mortar used is less than 100 tons;
(3) There is no supply of ready-mixed concrete (mortar) within the transportation distance of 40 kilometers at the construction site.
6. The project supervision department shall strengthen the supervision and management of the use of bagged cement or on-site mixing of concrete (mortar) by project construction units.
For construction projects that use bagged cement or on-site mixing of concrete (mortar) in accordance with the provisions of Articles 4 and 5 of this Circular, the project supervision department shall verify whether the construction project conforms to the provisions of Articles 4 and 5 of this Circular.
For construction projects that do not conform to the provisions of Articles 4 and 5 of this Circular, the project supervision department shall promptly inform the urban and rural housing construction departments and the administrative law enforcement departments of urban management at the same level.
7. Those who use bagged cement or mix concrete (mortar) at the construction site in violation of regulations shall be dealt with by the urban and rural housing construction departments at or above the county level or the administrative law enforcement departments of urban administration according to law.
8. The meanings of the relevant terms in this circular are as follows:
(1) Bulk cement refers to cement that is delivered, transported, stored and used directly through special equipment without using packaging bags.
(2) Ready-mixed concrete refers to the mixture of cement, aggregate, water and the required admixtures and admixtures, which is transported and used by special equipment after being measured and mixed in a certain proportion at the mixing station.
(3) Ready-mixed mortar refers to the mixture of cement, sand and the required admixtures and admixtures, which is transported and used by special equipment after being measured and mixed in a certain proportion at the mixing station. Ready-mixed mortar includes dry-mixed mortar and wet-mixed mortar.
9. This Circular shall come into force as of the date of issuance and shall be valid for 5 years.
