Peak-staggering production was carried out for 5 times from April 21 to May 5 (15 days), June 1 to 15 (15 days), July 6 to 25 (20 days), August 16 to September 4 (20 days) and September 26 to October 15 (20 days) respectively, with a cumulative peak-staggering time of 90 days in non-heating season and a total peak-staggering time of 211 days in the whole year.

However, some enterprises still have a fluke mentality. Under the irreversible situation of continuous decline in market demand, some enterprises have revived their business thinking of "quantity, cost and profit" and "share first", and compete viciously by means of low-price delivery, price discount, acceptance without price increase, and illegal rebate; Especially on the eve of the end of off-peak production, some enterprises are eager to digest inventory and sell products at low prices, which triggers and intensifies the price war, greatly increases the difficulty of price stabilization and recovery in the industry, and restricts the improvement of industry efficiency. Driven by the price difference and the low-cost advantage of sea transportation, the eastern coastal market, which was originally the high-price area of Shandong cement, became the hardest hit area by the impact of foreign products. The continuous influx of 1.23 million tons of cement and 43% of clinker imported from the coastal areas throughout the year not only hedged the effect of local peak staggering production, but also broke the original market pattern. Its price difference with the local leading enterprises is 20-30 yuan/ton, which leads to the continuous decline of regional prices, and the eastern coastal market has become a low-price area, further squeezing the profit margin of local enterprises.
