Shandong Cement Industry Association and Vice President of Shanshui Group; Yin Qunhao, Secretary-General of the Association and Vice President of China United Cement; Wang Junliang, Chief Supervisor of the Association and Vice General Manager of Shandong Quanxing Energy Group; Deng Laiping, Vice Chairman of the Association, Party Secretary and Chairman of Taixi Cement; Gao Liqiang, Vice Chairman of the Association and General Manager of Yizhou Building Materials; Huang Zhenwei, Vice President of the Association and General Manager of Lianhe Wangqi Cement Co., Ltd.; Wang Huiqiang, Vice President of the Association and General Manager of Luzhong Cement Co., Ltd. and other leaders attended the meeting. China Cement Network, as a media representative, was also invited to attend the meeting.

Feng Cunwei made the annual work report of the Council of Shandong Cement Industry Association in 2025 with the theme of "Concentrating on the Mission and Promoting Development". He pointed out that under the background of serious overcapacity in the industry, the implementation of peak staggering production is the most effective way to promote the structural reform of the supply side and alleviate the contradiction between supply and demand. It is also the annual core work of the association. In 2025, on the basis of strictly implementing the policy of peak-staggering production in heating season and combining with the market supply and demand situation in the whole province, the association actively organized clinker enterprises in the whole province to carry out peak-staggering production in non-heating season. Peak-staggering production was carried out for 5 times from April 21 to May 5 (15 days), June 1 to 15 (15 days), July 6 to 25 (20 days), August 16 to September 4 (20 days) and September 26 to October 15 (20 days) respectively, with a cumulative peak-staggering time of 90 days in non-heating season and a total peak-staggering time of 211 days in the whole year.

Feng Cunwei said that 2026 is the first year of the 15th Five-Year Plan and the key starting point for the new journey of Chinese-style modernization. As far as the cement industry is concerned, it is difficult to fundamentally change the fundamentals of the continuous decline in market demand, but under the guidance of the general tone of "striving for progress in stability, improving quality and efficiency" in China's economy, and with the support of the policies of "anti-involution", "capacity verification", "double control of output", "implementation of carbon quotas" and "normalized peak staggering production", the relationship between supply and demand in the industry is expected to be improved.

In 2026, Shandong Cement Industry Association will not forget its original intention and keep its mission in mind, carry out the spirit of the 20th and 20th Plenary sessions of the CPC in depth, take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, unite and lead all member enterprises to overcome difficulties and forge ahead, and strive to build a well-off society in an all-round way. With "strong peak staggering, stable order, increasing efficiency and promoting development" as the focus of work, we should adhere to the unshakable peak staggering production, lead enterprises to save energy and reduce emissions, promote the implementation of the policy of double control of output, speed up the process of carbon peak, adhere to industry self-discipline, reshape a good industry ecology, and promote the cement industry in the province to return to the track of high-quality development.

At the meeting, Sun Ke, Party Secretary and Chairman of Donghua Science and Technology, Xin Degui, General Manager of Yantai Shanshui, and Yu Tao, Director of the Secretariat of the Association and Deputy Director of the Marketing Center of Shandong Shanshui Group (presiding over the work), were elected as Deputy Secretary-General of the Association. Yu Tao also made a report on the income and expenditure of membership fees of Shandong Cement Industry Association in 2025.
