On October 21, the Bureau of Ecology and Environment of Yibin City, Sichuan Province, issued a decision on the approval of environmental impact assessment documents for construction projects made on October 17, 2025. The environmental impact report of the high-efficiency TOPCON battery new technology upgrade project of Sichuan Dongci New Energy Technology Co., Ltd. was approved in principle by the Bureau .
The announcement shows that the total investment of the project is 210 million yuan and the environmental protection investment is 1.56 million yuan. The project is a reconstruction and expansion project in the central area of Gaojie Group of Yibin High-tech Industrial Park.
The project does not add new buildings and structures, but relies on the reconstruction of A2 production workshop, adjusts the internal layout of the workshop, maintains the main production process of TOPCon unchanged, and only adds "local laser", "edge passivation" processes and related equipment. Meanwhile, "silver-aluminum paste" is replaced by "silver paste" in the "screen printing" process of the project, and "potassium hydroxide" is replaced by "sodium hydroxide" in the "wet cleaning" process; the size of silicon wafer raw material in A2 workshop is adjusted from 182mm × 182mm ± 0.25 to 182mm × 210mm ± 0.25. After
completion, the original annual output of 6GW (size 182mm × 182mm ± 0.25) of A2 workshop will be expanded to 8.5GW (size 182mm × 105mm ± 0.25). The annual output of N-type TOPCon high-efficiency crystalline silicon solar cells in the whole plant is 14.5G W . At the same time, supporting or relying on the existing construction of auxiliary, public, environmental protection, storage and transportation projects. According to
public information, Hengdian Dongci Sichuan Yibin Production Base signed a contract in November 2022, with a total investment of 3.55 billion yuan. The overall plan is to invest in the construction of an annual output of 20g W batteries step by step, which will be implemented in three phases. At present, the first and second phases of 12 GW high-efficiency battery projects have been put into operation at the end of 2023 and the beginning of 2025.
