, Pangoo Cement held talks with Papua New Guinea's Minister for International Trade and Investment, Richard Maru (Hon. Richard Maru). Minister Maru welcomed the strong interest shown by enterprises and made it clear that any cement project must first obtain a mining exploration license and a mining lease to ensure the development of limestone resources in compliance with the law.
Minister Maru stressed that two key infrastructures must be addressed simultaneously before the construction of a modern cement plant in the Special Economic Zone of Finchhavn: a new deepwater terminal and a reliable power supply. Located on the coast, Fenshhafen has natural deep-water port conditions, and the surrounding rivers are rich in resources, so hydropower stations can be built to provide cheap and clean electricity for factories. After the completion of these supporting facilities, the production cost will be greatly reduced and the competitiveness of the project will be enhanced.
At the same time, Minister Maru also said that the Government of Papua New Guinea would provide the highest level of support for the Finshhafen Special Economic Zone, including policy, land and infrastructure coordination. He said that once the cement plant is completed, it will not only completely replace hundreds of millions of dollars of cement imports every year, but also export to Pacific island countries and Australia, realizing the transformation from a resource exporter to an exporter of manufactured goods.
Background information shows that Papua New Guinea has one of the richest limestone deposits in the world, but has long relied on imported cement, with imports exceeding $300 million in 2024. The government is accelerating indigenous production through the special economic zone policy, and the Fenshhafen project is one of the priorities. In April this year, Minister Maru personally visited the area and highly appraised the limestone reserves, hydropower potential and deep-water port site selection, believing that the area is fully equipped to build an integrated heavy industry base.
